Education
Bachelor’s degree in Engineering, Technology, Public Administration, or related field required. Master’s degree in related field preferred.
Required Experience
- Minimum of 8 years of experience in a technical field relevant to homeland security preparedness or technology transfer programs.
- Strong analytical skills with the ability to assess the suitability of technologies for first responder needs.
- Excellent written and oral communication skills to prepare clear and concise reports, briefings, and talking points.
- Demonstrated ability to effectively communicate with stakeholders at all levels, including technical audiences and senior leadership.
- Experience working with government regulations and programs.
- Proficiency in web content management systems.
- Project management skills.
Preferred Experience
- 10 years of experience that is relevant to the requirements listed above.

Responsibilities:
SANCORP is seeking a DPSI Analyst to support the Assistant Secretary of Defense Homeland Defense and Hemispheric Affairs (ASD HDHA), Deputy Assistant Secretary of Defense for Homeland Defense Integration and Defense Support of Civil Authorities (DASD HDI/DSCA). The following are examples of responsibilities:
- Provide technical analysis for the identification, evaluation, deployment, and transfer to Federal, State, and local first responders’ technology items and equipment in accordance with the 2003 National Defense Authorization Act (NDAA) Section 1401, “Transfer of Technology Items and Equipment in Support of Homeland Security.”
- Draft talking points, position papers, briefings, and coordinate with key stakeholders to help secure necessary senior leadership approval to foster mutual assistance and support between DoD and other Government agencies.
- Support DoD’s outreach program to expand the network of local, State, and regional partner organizations participating in the excess equipment transfer program in order to increase their awareness of DoD’s preparedness and response capabilities.
- Maintain the DPSI website to ensure it contains current information to meet critical mission needs.
- Assist in the development of documentation related to program development and implementation.
- These documents may include memoranda and letters, internal and external to DoD; program timelines and milestone charts; templates for technology solicitation and evaluation; working group charters; meeting minutes; issuances; and DPSI program briefs.
- Support program management activities for the DPSI program and make recommendations regarding metrics to be used to track/evaluate DPSI funds to include execution and obligation rates, expenditures of DoD laboratories against funded requirements, and overall DPSI program budget benchmarks to ensure the program has an accountable mechanism to report funding levels to senior leadership.
