Job Summary
The Financial Management System Analyst will provide critical on-site financial management support to ensure the effective operation, compliance, and enhancement of the financial systems. This role requires expertise in federal financial operations, system interoperability, internal controls, and financial reporting. The analyst will work closely with multiple servicing organizations, including the National Institute of Standards and Technology (NIST), Commerce Business Systems (CBS), the Department of State’s Global Financial Management Systems (GFMS), and the National Finance Center (NFC) payroll operations.

Key Responsibilities:

  • The incumbent should have experience in Project Management to assist in special projects that support financial analysis and reporting for key initiatives, including NAFTA and the Corporation for Travel Promotion.
  • Design and implement reporting structures for financial audits and compliance reviews.
  • Conduct data gathering and requirements analysis to identify financial system improvements.
  • Develop functional design documents and propose solutions to enhance system performance.
  • Facilitate interoperability between CBS, GFMS, and NFC payroll systems.
  • Analyze, document, and implement solutions for financial system integration issues.
  • Perform general ledger analysis, identify discrepancies, and recommend corrective actions.
  • Ensure compliance with Department of Commerce standards, OMB, Treasury, and State Department regulations.
  • Develop and maintain financial policies, manuals, handbooks, and training materials.
  • Support internal control assessments (OMB A-123) and risk management processes.
  • Monitor financial systems, perform data corrections, and optimize system performance.
  • Provide on-site support for system operations, scheduling, and maintenance.
  • Coordinate interface tables and data parameters with NIST and the Department of State.
  • Conduct training needs assessments and develop training programs (classroom, computer-based, or virtual).
  • Serve as a liaison between ITA, the Department of State, and NIST to ensure system changes are correctly implemented.
  • Provide guidance and recommendations to financial and program managers.

Required Qualifications

  • A Bachelor’s degree in Finance, Accounting, Business Administration, or a related field is required.
  • Must have a Minimum of 5 years in financial management, federal financial systems, or project management.
  • A strong understanding of federal financial systems (GFMS, CBS, NFC) is required.
  • Must have proficiency in financial reporting, internal controls, and compliance.
  • Experience with system upgrades, testing, and documentation.
  • Excellent analytical and problem-solving abilities.
  • Strong communication and stakeholder engagement skills.
  • Ability to develop training materials and conduct presentations.
