GIS Project Manager - Utility Network Implementation
Minneapolis, MN | Hybrid | 1-Year Contract
We're looking for a GIS Project Manager who actually knows Utility Network inside and out. Not someone who's heard of it or worked adjacent to it—someone who's been in the trenches implementing it.
What You'll Be Doing
You'll be leading our transition from ArcMap to ArcGIS Pro and implementing ESRI's Utility Network for our water, sewer, and stormwater systems. This is a big deal—it's infrastructure that will serve our community for decades.
You'll manage the whole thing: write RFPs, evaluate vendors, coordinate between our Water, Sewer, and IT departments, and make sure we actually get this done on time and on budget.
The Must-Haves (Seriously, We Mean It)
1. Utility Network Experience
- You need at least 6 months of hands-on Utility Network implementation work
- We're talking migrating from Geometric Network, configuring domain networks, setting up trace rules—the real stuff
- If you haven't done this yourself, please don't apply
2. Project Management Chops
- 5+ years managing technical projects (GIS, IT, or infrastructure)
- You know how to juggle budgets, timelines, and people who don't always agree
- Track record of actually finishing projects, not just talking about them
3. RFP Experience
- 5+ years writing RFPs and evaluating vendors
- You've been on the buyer's side, not just the vendor side
- You can spot a good proposal from a mile away
Technical Skills We Need
You're comfortable with:
- ArcGIS Pro, Enterprise, and Online (not just ArcMap from 2010)
- Python/ArcPy for automation
- SQL for working with geodatabases
- Enterprise geodatabase administration
- Bonus points for FME, Model Builder, or Arcade
Domain Knowledge That Matters
You understand how municipal utilities actually work:
- Water distribution systems (pipes, valves, pressure zones)
- Sanitary and storm sewer systems
- How field crews use this stuff every day
- Why asset management matters
Experience with gas, electric, or telecom networks counts too—it's all about understanding network-based infrastructure.

- Can talk tech with GIS analysts in the morning and explain things to executives in the afternoon
- Doesn't freak out when stakeholders disagree (this is government—it happens)
- Has actually delivered a GIS modernization project before
- Knows how to navigate organizational politics without losing momentum
- Is patient but persistent
- Genuinely cares about doing good work for a community
The Work Setup
- Hybrid: Every other week you're onsite 5 days, then you can work remote the next week
- Location: Various locations around Minneapolis (you need to be able to commute)
- Duration: 1 year contract, could extend
- Team: You'll work with Water, Sewer, IT, and other city departments
