Project Lead / IV&V Project Lead
Position Overview
The Project Lead is responsible for overall management, coordination, and delivery of all contractor work performed under the FEMA Disaster Assistance Portal (DAP) Test & Evaluation Independent Verification and Validation support effort. The Project Lead serves as the primary point of contact for the Contracting Officer and Contracting Officers Representative and ensures the contractor team delivers timely, high-quality IV&V, testing, reporting, risk tracking, and program support services.
Key Responsibilities
- Serve as the single point of contact for the Contracting Officer, COR, IAMO Director, and other designated Government stakeholders.
- Lead and coordinate all contractor activities supporting DAP IV&V, developmental test and evaluation, Agile testing, DevSecOps, CI/CD testing, and release-readiness support.
- Oversee planning, execution, analysis, and reporting for IV&V activities related to the Salesforce CRM platform, AWS integrations, DAP functionality, and data pipelines.
- Manage the contractor teams work assignments, schedules, deliverables, quality control, and communication cadence.
- Ensure the team supports the development and maintenance of the Agile-Based IV&V Strategy, test plans, test cases, automated/manual test scripts, audit/validation results, risk tracking, and recommended process improvements.
- Prepare and submit monthly progress reports to the IAMO Director and COR, including work performed, labor hours by labor category, technical progress, schedule status, travel, concerns, and recommendations.
- Attend and support progress meetings with the COR and other Government personnel to present deliverables, discuss progress, exchange information, and resolve technical issues.
- Maintain communication with the COR during normal business hours and respond to technical problem resolution requests within 24 hours.
- Support continuity of operations, including emergency communications, temporary work locations, and prioritization of essential contractor work products during disruptions.
- Ensure contractor personnel comply with DHS/FEMA rules, regulations, security requirements, safety procedures, professional conduct expectations, and identification requirements.
- Coordinate replacement, removal, or substitution of personnel only with required Government notification and approval.
Qualifications and Experience
- Experience leading federal IT, IV&V, test and evaluation, software quality assurance, or systems testing support contracts.
- Experience managing technical teams supporting Agile development, DevSecOps, CI/CD, release readiness, and test automation environments.
- Knowledge of Salesforce CRM testing, AWS-integrated systems, data pipeline testing, functional testing, regression testing, performance testing, security testing, and Section 508/accessibility testing.
- Experience developing or overseeing IV&V strategies, test plans, test cases, test reports, audit/validation findings, risk registers, and program improvement recommendations.
- Ability to manage contract deliverables, schedules, stakeholder communications, and project reporting.
- Federal client-facing experience, including coordination with COs, CORs, program managers, technical monitors, and Government leadership.
