Resource Programming and Integration SME
Premier Enterprise Solutions is looking for a Resource Programming and Integration SME responsible for establishing and maintaining the program/resourcing procedures and requirements in support of DoD organization policy portfolio. This includes identifying and informing stakeholders, coordination of meetings, staffing, drafting, and editing of documents and presentations received from DoD stakeholders in support of the Office of the Undersecretary of Defense Intelligence.
Duties and Responsibilities:
The Resource, Programming, and Integration SME Support position involves intensive research, analysis, and coordination efforts related to portfolios within the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)). This role is vital for optimizing development, management, and oversight of portfolios, ensuring effective alignment with the broader Department of Defense (DoD), and the Intelligence Community (IC).
· Lead and support programming efforts focused on future near-term defense initiatives.
· Collaborate with stakeholders across defense and intelligence communities to gather inputs and validate programming assumptions.
· Conduct research and analysis, provide recommendations to leadership, prepare staff packages develop position papers, responses, talking points, memoranda, briefings, and correspondence related to LE efforts as required throughout the PPBE cycle. Typically, each contractor is working on five programs/projects/monthly. This task applies to all projects daily.
· Perform technical studies and analyses, document reviews, and budgetary reviews.
· Provide support to organize, analyze and coordinate planning, programming, and resource data needed for optimum development, management, and oversight of the budget portfolios and ensure linkage and alignment across DoD and the IC.
· Support OUSD(I&S) interaction with Congress including assisting in the drafting of testimony, drafting of responses to Congressionally Directed Actions (CDAs), drafting appeals to related Congressional budget marks, and preparing responses to advance policy questions (APQ)/questions for the record (QFR).
· Provide routine updates and briefings to senior leadership regarding the status and results of all meetings.
Required Qualifications:
· 7–10 years of defense programming experience within the DOD Planning, Programing, Budget and Execution (PPBE) processes
· 3-5 years of experience with both the National Intelligence Program (NIP) and Military Intelligence Program (MIP) budgeting and programming environments.
· Experience analyzing resource allocation trends and summarize complex data to inform strategic decisions.
· Experience conducting policy alignment assessments and recommending adjustments to ensure resource strategies support mission and/or policy objectives.
Desired/Preferred Qualification:
· DoD component Program Objective Memoranda (POM) submissions, Issue Team process, Congressional Budget Justification (CBJ) reviews, reclamas, appeals, and budget execution reviews
· Familiarity with requirements development and knowledge of the Joint Capabilities Integration and Development System (JCIDS) -DoD acquisition framework
· Familiarity with the DoD Planning, Programming, Budgeting and Execution System and the Acquisition Process
· Demonstrated working knowledge of various planning documents such as the Defense Intelligence Strategy (DIS), Consolidated Intelligence Guidance (CIG), Joint Staff "Purple Slides", and Intelligence, Surveillance, and Reconnaissance (ISR) Roadmap
