An exciting leadership opportunity is available for a Senior Land Development Project Manager to play a pivotal role in delivering complex civil/site projects throughout the Baltimore–Washington region.

The Opportunity

As a Senior Project Manager, you will take ownership of large-scale, complex land development projects from concept through construction. You’ll serve as a trusted advisor to clients, lead high-performing teams, and contribute to the continued growth of a dynamic, multidisciplinary practice.

What You’ll Do

  • Lead with impact — Manage civil/site development projects from planning and design through permitting, construction, and closeout
  • Drive performance — Oversee scope, schedule, budget, staffing, and quality across multiple concurrent projects
  • Own client relationships — Serve as the primary point of contact and trusted partner across public and private sector clients
  • Mentor and inspire — Guide and develop engineers at all levels while fostering a collaborative, high-performance culture
  • Ensure technical excellence — Review plans, reports, and specifications for quality, accuracy, and compliance
  • Navigate complex approvals — Lead permitting efforts and engage with agencies, municipalities, and stakeholders
  • Grow the business — Support proposals, develop scopes and fees, and contribute to strategic pursuits
  • Stay technically engaged — Provide direction in site design, grading, stormwater, utilities, and permitting
  • Manage financial performance — Oversee project profitability, invoicing, forecasting, and cash flow

What You Bring

  • Bachelor’s degree in Civil Engineering (Master’s preferred)
  • Professional Engineer (PE) in MD, DC, or VA (or ability to obtain)
  • 15+ years of progressive experience in land development engineering
  • Proven track record leading projects, managing teams, and building client relationships
  • Strong knowledge of regional permitting processes (MD/DC/VA)
  • Proficiency in AutoCAD Civil 3D or MicroStation
  • Ability to manage multiple complex projects simultaneously
  • Strong leadership, communication, and stakeholder engagement skills

  • Expertise in grading, drainage, stormwater management, utilities, and erosion control
  • Experience with stormwater modeling tools (Hydraflow, HydroCAD, etc.)
  • Active involvement in industry organizations or business development
  • Experience with proposals, scope negotiation, and managing additional services
