Summary of the Role:
The Subject Matter Expert (SME) in Database Administration and ETL will support the Department of Education Office of Inspector General’s (OIG) Data and Analytics Services by developing, maintaining, and optimizing Oracle database systems and automated ETL processes. The SME will serve as a technical leader responsible for the full lifecycle of data extraction, transformation, and loading activities critical for business intelligence, investigative support, and compliance monitoring.
Key Responsibilities:
- Design, implement, and maintain Oracle enterprise databases and RAC infrastructure.
- Automate and monitor end-to-end ETL processes and ensure data integrity through reconciliation and error-handling mechanisms.
- Tune SQL queries and database configurations for performance optimization.
- Administer Oracle Fusion Middleware components including WebLogic, OAM, OUD, and BI Publisher.
- Develop and maintain Standard Operating Procedures (SOPs) for all systems supported.
- Generate management reports, performance statistics, and user analytics.
- Implement secure data transfer protocols (e.g., SFTP, SAIG, VPN) and encryption standards (PKI/GPG).
- Support system integration, upgrades, patches, and configuration changes.
- Collaborate with system administrators, developers, and auditors to meet functional and security requirements.
- Provide mentorship and technical guidance to junior personnel.
Required Qualifications:
- U.S. Citizenship and an active T4 High Risk Public Trust clearance.
- Bachelor's degree in Computer Science, Information Technology, or equivalent.
- 6–10 years of experience in database administration and ETL operations.
- Proficiency with Oracle SQL, PL/SQL, SQL*Loader, Data Pump, Toad, and Shell scripting.
- Experience with Oracle RAC, ASM, Fusion Middleware, and Oracle Cloud Control.
- Familiarity with the Software Development Life Cycle (SDLC) and documentation practices.
- Ability to create and interpret ERDs, data dictionaries, and process flow diagrams.
- Knowledge of federal cybersecurity standards and compliance (e.g., EO 14028, NIST 800-53, FISMA).
Preferred Qualifications:
- Experience with big data technologies and unstructured data platforms.
- Knowledge of Microsoft SharePoint, MS Office automation, and Oracle WebLogic tuning.
- Prior experience supporting federal oversight agencies or audit functions.
Work Location:
- On-site at OIG Headquarters, Washington, D.C. (local residency required)
