Director of IT

We have an opening for a Director of IT and the Position is responsible for overseeing all aspects of the Bank’s business banking systems and security, and represents the bank to regulatory agencies, other financial organizations. Plans and directs cost effective solutions to business issues, implements technological service strategies to support business and user needs, while ensuring that established policies and procedures are followed, quality of service to customers.

Primarily responsible for the following functional areas of the Bank:
• Systems Management – Information Technology and MIS reporting, Information Security and Incident Respond, Business Continuity and Disaster Recovery Planning and Management, Vendor Risk Management,
• eBanking Product and Services – including Online Banking, Mobile Banking, ACH & Wire Transfer, Cash Management services, Remote Deposit Capture
• Evaluate and explore potential Fintech partnership opportunity to support bank’s growth and product or service diversification objective.

ESSENTIAL DUTIES:
1. Develops and implements programs that will assist in meeting short- and long-term goals, objectives and priorities for central operations and IT.
2. Oversees all aspects of the Bank's business banking systems, and conducts periodic reviews and enhancement of existing systems and procedures to ensure quality customer service, maximize operating efficiency, effectiveness and economy.
3. Evaluates, plans and directs cost effective solutions to Bank's service strategies to support business and user needs. Researches, reviews, develops and recommends systems and procedural changes to enhance service to customers and increase efficiency.
4. Serves as a member of the Bank’s senior management team and participates significantly in developing overall policies, programs, objectives and goals.
5. Attends Bank’s Board of Directors meetings.
6. Attends internal committee meetings regularly to ensure bank wide strategies are communicated and executed in a effective manner.
7. Reviews, facilitates and prioritizes requests for systems/programming development and computer applications, estimates resources required to complete requests, and sets priorities for projects.
8. Directs the coordination of all aspects of bank projects including assessment, cost and benefit analysis, requirements gathering, system design, testing, training, system integrity, customer satisfaction, inter-departmental cooperation, and timeliness, and ensures projects are completed with the budgeted resources.
9. Provides for overall leadership and supervision of the Bank's technical systems, and ensures that assigned duties and responsibilities in Systems Management area are executed in a systematic and effective manner.

REQUIREMENTS:
1. Requires Bachelor’s degree in Computer Information Systems or related field.
2. Minimum 10 years increasingly responsible experience and IT and Information Security management.
3. Minimum 10 years previous programs management experience in a financial institution.
4. Ability to relate to and communicate effectively with the CEO, professional leaders, and all levels of Bank associates.
5. With the following certifications is a plus: ITIL Foundation/ITIL 4 for IT service management, the Project Management Professional (PMP) for project leadership, the Certified Information Systems Security Professional (CISSP) and Certified Information Security Manager (CISM) for security governance, and the Certified in the Governance of Enterprise IT (CGEIT) for strategic IT management.
6. Ability to use knowledge, experience, discretion and independent judgment in solving problems and in making sound decisions.
7. Proficient understanding of domestic and international banking operation and regulations.
8. Requires a wide degree of creativity and latitude.
9. Ability to successfully manage broad functions of a bank.
10. Ability to effectively lead, manage, develop and direct.
11. Excellent written communication skills, and the ability to clearly and concisely express analytical conclusions and recommended actions with tact and diplomacy.

Bilingual in Chinese is a plus
