Job Description

The Project Controls Coordinator III (PCC III) is responsible for leading the development and implementation of project controls planning and for integrating cost and schedule functions across engineering and construction capital projects. This role provides quality control oversight of all project controls deliverables and supports effective decision-making through accurate reporting, forecasting, and performance analysis.
The PCC III is typically assigned to projects with budgets of up to $100 million per year, with durations of two years or less, and characterized by elevated complexity. This position operates with moderate autonomy and serves as a key liaison between project teams, project management, and project controls leadership.
Key ResponsibilitiesProject Controls Leadership
Lead and coordinate the development of the overall Project Execution Plan (PEP).
Integrate cost control and scheduling functions into a cohesive project controls framework.
Define project controls resource requirements based on project scope, complexity, and schedule.
Cost Management & Reporting
Develop, maintain, and analyze:
Cost reports and cost variance analyses
Cash flow forecasts and variance analyses
Support accurate forecasting, trend analysis, and cost performance tracking throughout the project lifecycle.
Scheduling & Performance Monitoring
Develop and maintain detailed project schedules.
Perform schedule variance analysis and support critical path evaluation.
Ensure schedule data is integrated with cost reporting and project performance metrics.
Change Management & Controls
Support development and execution of project change management procedures.
Track, document, and report approved and pending changes affecting cost and schedule.
Quality Control & Governance
Perform quality control reviews of all project controls deliverables for accuracy, completeness, and consistency.
Lead coordination and collection of project controls deliverables for Phase Gate Reviews in alignment with a 6-Phase Project Lifecycle.
Continuous Improvement
Provide feedback and recommendations to project controls and project systems teams based on real-world project execution experience.
Support implementation and refinement of new tools, processes, and reporting methodologies.
Basic / Minimum Qualifications
Bachelor’s degree in engineering, business, finance, project management, or another relevant technical discipline
Minimum of nine (9) years of directly related project controls experience
Demonstrated experience supporting engineering and construction capital projects
Preferred Qualifications
Professional Engineer (P.E.) registration and/or Project Management Professional (PMP) certification
Experience working within a matrix organizational structure
Specific experience with pipeline, plant, or industrial facility projects
Strong knowledge of best practices in project scheduling and cost control
Ability to interpret, implement, and improve project controls processes and procedures
Proven ability to manage multiple priorities with a reasonable level of supervision
Strong communication and collaboration skills within cross-functional teams
Excellent organizational and analytical skills
Technical Skills
Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint)
Scheduling experience using Microsoft Project and Microsoft Project Server
Strong data analysis, reporting, and documentation capabilities
