Location: Onsite – Washington, DC (GAO Headquarters)

Employment Type: Full-Time (40 hours/week)

Salary Range: $115,000-$155,000 annually plus benefits

FEFA, LLC is seeking an experienced Records and Information Manager to provide enterprise-wide leadership, oversight, and technical expertise in support of Records and Information Management (RIM) operations at the U.S. Government Accountability Office (GAO). This position requires a seasoned RIM professional who can guide Contractor staff, manage complex records inventories, and maintain full compliance with federal regulations, standards, and best practices.

The selected candidate will serve as the primary onsite RIM authority, overseeing project execution, ensuring accuracy and consistency, and supporting GAO’s mission through effective records lifecycle management.

Key Responsibilities

The Records and Information Manager will:

  • Lead and oversee all RIM components of the contract, providing direction to Contractor personnel supporting inventory and file plan projects.
  • Apply expert knowledge of RIM best practices, including lifecycle management of analog and electronic records.
  • Maintain proper controls for records storage, access, and retrieval across multiple systems and formats.
  • Apply federal records schedules for appraisal, retention, and classification.
  • Identify records, non-records, and personal papers in accordance with federal standards.
  • Organize and describe information collections using appropriate metadata principles.
  • Protect classified and sensitive information, ensuring compliance with all security requirements.
  • Develop and deliver training and professional development resources for users on RIM topics.
  • Ensure all recordkeeping activities comply with federal laws, regulations, and standards.

Required Experience & Qualifications

  • Minimum of 5 years of progressively responsible experience managing professional RIM programs or projects.
  • Demonstrated experience supporting or managing federal government records is strongly preferred.
  • Master’s degree in an information-related discipline required (e.g., Library Science, Information Management, Archival Studies).
  • Certified Records Manager (CRM) designation preferred.
  • Experience managing large-scale records inventories and file plan development.
  • Strong understanding of federal records schedules, metadata standards, and classified information handling procedures.
  • Excellent leadership, communication, and organizational skills.

Security Clearance Requirements

  • Must have previously held or currently hold a Top Secret (TS) security clearance.
  • Must successfully complete a Tier 5 (T5) investigation and hold an active TS clearance prior to onboarding with GAO.
  • Must follow all requirements outlined in GAO’s “Security Requirements for Contracts that Require Access to Classified Information.”

Work Schedule & Location

  • Full-time, 40 hours per week, onsite at the GAO Headquarters in Washington, DC.
  • Work schedule must fall within GAO-approved hours: 6:00 AM – 7:00 PM Eastern Time, Monday–Friday.
  • Occasional ad-hoc telework may be approved by the Contracting Officer’s Representative (COR).
