World Services is seeking an experienced Application Developer to support an independent federal agency in design, maintenance, and accessibility compliance of its web applications and digital services. This role supports a small IT team and requires a versatile developer skilled in secure web development, Section 508 accessibility compliance, and IT operations support. The Application Developer will manage the full development lifecycle for web applications supporting the agency’s mission, ensuring secure and continuous operations in a mixed on-premises and Azure cloud environment, while contributing to the accessibility, cybersecurity, and performance of agency's public-facing services.
Key Responsibilities:
- Design, develop, and maintain secure and accessible web applications and websites using HTML, CSS, Java, JavaScript, and relational databases (SQL/MySQL), ensuring continuous availability, security, and performance.
- Lead and implement Section 508 compliance across web applications, documents, and supporting artifacts, using accessibility testing tools and following WCAG standards.
- Administer and support the USAB website and development infrastructure, including GitHub repositories for version control, user account management, and secure software configuration and deployment.
- Monitor and maintain application environments hosted in Microsoft Azure and on-premises VMware vCenter, applying patches, upgrades, and vulnerability remediations aligned with FISMA and NIST 800-53 cybersecurity standards and configuration management processes.
- Develop and maintain operational dashboards, data-driven reports, and internal support websites to enable business functions such as complaint tracking, accessibility monitoring, and system performance management, leveraging SQL/MySQL and reporting tools.
- Collaborate with IT teams to implement and maintain security controls, including virus detection, vulnerability remediation, and data protection measures, across development and production systems.
- Support broader IT operations as needed within a small, collaborative team, assisting with troubleshooting of application environments, participating in system upgrades, and maintaining compliance documentation.
Required Qualifications:
- Must be able to obtain a Public Trust Clearance
- 5+ years of experience as an application developer.
- 5+ years of experience developing e-commerce or transactional web applications and coordinating project deliverables.
- 5+ years of hands-on experience with HTML, CSS, Java, JavaScript, and other relevant web development languages.
- 5+ years of experience using web development workflows, including source control platforms such as GitHub.
- 5+ Experience supporting applications hosted in Microsoft Azure and/or deployed to on-premise VMware environments.
- 5+ years of experience working with relational databases such as SQL or MySQL.
- 5+ years of experience applying Section 508 compliance standards in web application development and documentation.
- 5+ years of experience in application design, development, unit testing, and code implementation into higher-level environments.
- 5+ years of experience applying configuration management processes and code management techniques.
- 2+ years of experience working within FISMA and NIST 800-53 cybersecurity and compliance frameworks.
Preferred Qualifications:
- Bachelor’s degree in Computer Science, Information Systems, or a related field.
- Relevant professional certifications, such as Microsoft Certified: Azure Developer Associate, Security+, or Certified Scrum Developer.
- Experience supporting or developing on CMS platforms such as Drupal or WordPress.
- Proficiency using accessibility testing tools (e.g., WAVE, axe DevTools) and working with assistive technologies such as JAWS or Dragon.
- Experience integrating applications with Microsoft Entra ID (Azure AD), Intune, or similar identity and device management solutions.
- Familiarity working in an Agile development environment.
- Experience working in a federal agency or public-sector IT environment.

Work Type: Work under this contract includes on-site support and may offer the option to telework up to 2 days per week. Full-time telework is not permitted. On-site support will be work hours are any 9-hour shift (including a 1-hour lunch break) between 8:00 AM and 5:00 PM Eastern Time, Monday through Friday, excluding federal holidays.
Salary: $100,00.00-110,00.00
