Swish Data Corporation (Swish) is seeking a Technical Program Manager with at least 15 years of experience managing U.S. Government professional services contracts, ideally in the software development and/or business intelligence domains. The successful candidate will manage software development projects (involving contract, technology, labor, requirements, and deliverables) for U.S. Government clients. The position reports to Swish's Chief Solutions Officer and will work closely with our software development team, subcontractors, and client stakeholders.
Duties / Responsibilities:
- Own client relationship.
- Work with client and engineering team to develop and execute project plan in alignment with contractual requirements and deliverables.
- Organize Agile planning, sprints, retrospectives, etc.
- Work with Scrum Master(s) to document User Stories, prioritize backlog, assign tasks, etc.
- Conduct daily stand-ups with team and manage burn down during sprints.
- Work with product owner, scrum master, developers and others to overcome blockers
- Maintain risk register and proactively address business, team, and technical issues
- Create meeting agendas and maintain meeting minutes.
- Work with team to learn and optimize usage of various client processes, systems and tools.
- Responsible for on-boarding personnel on project(s).
Required Experience:
- 15+ years experience managing federal government contracts with a technical nature
- 10+ years experience working with information technology (IT) technology solutions (cloud, software, data)
- 15+ years experience using productivity applications (Outlook, SharePoint, Excel, Word, PowerPoint)
- Familiarity with cloud environments, Agile processes, software development practices, modern design patterns, and IT Service Management (ITSM) best practices.
- Track of schedules, budgets, slippages, risks, and issue resolution process across multiple software development or similar projects.
Preferred Experience:
- Experience with USCG, DHS, Justice or DoD
- Experience in business development, or bid and proposal, activities
- Early career experience in software development, business intelligence design, or as an intelligence analyst
Required Qualifications:
- DoD Secret Clearance
Preferred Qualifications
- Bachelor's Degree in MIS, CIS or Business Administration
- DoD Top Secret
- DoD 8570 Level II Certification
- Certified Scrum Master, SAFe Agilist, PMP and/or ITIL certification(s)
- AWS Cloud Practitioner certification
