Technical Expert SME
Onsite: FBI Headquarters, J. Edgar Hoover Building, 935 Pennsylvania Ave NW, Washington, D.C. 20535
Clearance Required: Active Top Secret clearance with Sensitive Compartmented Information (SCI) eligibility; must be able to pass a Counterintelligence (CI) polygraph.
Description: EM Key Solutions (EMKS) is seeking a Technical Expert Subject Matter Expert (SME) to support the FBI National Security Branch (NSB) and Operations Support Unit (OSU). This critical role will provide senior-level technical and programmatic guidance on developing, integrating, and portfolio support for classified applications, data pipelines, and cloud-based platforms. The candidate must bring deep subject matter expertise in U.S. national security operations and IT modernization within secure federal environments.
Key Responsibilities:
- Serve as an SME on National Security programs, including Foreign Intelligence Surveillance Act of 1978 (FISA), National Security Letters (NSLs), Attorney General (AG) Exemptions, and Woods Procedures
- Support IT lifecycle development for key NSB systems such as FISA Management, NSL Non-Disclosure Requirement Reviews (NSL-NDRRs), Letter Head Memorandums (LHM), and Otherwise Illegal Activity (OIA) authorizations
- Drive requirements engineering and system design through user story creation, acceptance criteria, and functional specifications
- Lead stakeholder engagement efforts across FBI Headquarters, Field Offices, Department of Justice (DOJ), and interagency partners
- Draft executive-level briefings, policy reviews, and technical recommendations
- Translate legal and national security business processes into scalable IT solutions
- Provide guidance on data integration, privacy compliance (Privacy Impact Assessments [PIAs]), and cross-domain workflows
- Develop training materials and lead user training sessions for enterprise applications
- Monitor project execution against milestones and provide risk mitigation strategies
- Collaborate with cross-functional teams under Agile/Scrum and DevSecOps environments
- Conduct performance assessments, gap analyses, and lessons learned documentation
- Evaluate proposed legislation or policy changes for operational and IT impacts
Required Experience and Qualifications
- 15+ years of experience supporting U.S. National Security, Intelligence Community (IC), defense, or law enforcement missions
- Proven expertise with FISA, NSL, Woods, AG Exemptions, and classified records workflows
- Significant experience supporting case management systems (e.g., Sentinel, FISA Management System [FISAMS], Data Integration and Visualization System [DIVS])
- Demonstrated success translating complex national security programs into IT requirements and software deliverables
- Familiarity with Agile delivery, DevOps practices, and continuous integration strategies
- Excellent written and verbal communication skills; proven ability to brief executive leadership
- Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel), Power BI, and SharePoint
Preferred Qualifications
- Bachelor's degree in technical, analytical, or national security-related field (e.g., Engineering, Computer Science, Intelligence Studies, Business, or related discipline)
- 15+ years' experience directly supporting the FBI or DOJ national security enterprise
- Experience with FISAMS replacement projects (e.g., "Bridge" applications) or equivalent
- Familiarity with interagency coordination, intelligence cycle, and oversight compliance (e.g., NSL-NDRR, Intelligence Oversight Board [IOB])
- Experience briefing high-level audiences, including Senior Executive Service (SES), GS-15, or executive leadership
Clearance:
- Active Top Secret clearance with SCI eligibility
- Must be willing and able to complete a CI polygraph
- Clearance must be fully adjudicated and current
