HELIOS is seeking a highly experienced Program Manager/Technical Lead to join our team in supporting the an intelligence mission for the Department of Homeland Security (DHS) Office of Intelligence and Analysis (I&A) in Washington, D.C.


The Program Manager / Technical Lead provides strategic oversight, technical direction, and operational leadership for intelligence programs supporting mission-critical operations, analysis, and decision-making. This position serves as the primary interface between government stakeholders, program personnel, and cross-functional technical teams to ensure the successful execution of intelligence collection, analysis, and technology integration initiatives. The Program Manager / Technical Lead is responsible for aligning resources, capabilities, and deliverables with customer requirements, mission priorities, and performance objectives.


Key Responsibilities include but are not limited to:


Program Management and Leadership

  • Lead, plan, and manage all aspects of assigned intelligence programs, ensuring compliance with contractual requirements, schedules, and budgetary constraints.
  • Serve as the principal point of contact for government program managers, contracting officers, and senior leadership regarding all programmatic, technical, and operational matters.
  • Oversee program staffing, resource allocation, and performance management to ensure mission continuity and operational effectiveness.
  • Develop, implement, and monitor project plans, milestones, risk management strategies, and performance metrics to achieve mission outcomes and customer satisfaction.
  • Lead coordination across government, industry, and interagency stakeholders to synchronize intelligence operations, technical development, and analytic support efforts.

Technical Oversight and Integration

  • Provide technical leadership and subject matter expertise in intelligence systems architecture, data fusion, collection management, and analytic tool integration.
  • Direct the design, testing, and implementation of technical solutions supporting intelligence collection, processing, exploitation, and dissemination (CPED) processes.
  • Ensure interoperability of systems, tools, and data sources across domains—including space, cyber, and multi-INT disciplines.
  • Review and validate technical deliverables, ensuring they meet mission standards, security requirements, and performance benchmarks.
  • Advise senior leadership on emerging technologies, intelligence modernization initiatives, and process improvements that enhance analytic capabilities and operational readiness.

Mission Support and Operational Integration

  • Support the development of intelligence concepts of operations (CONOPS), standard operating procedures (SOPs), and mission workflows to enhance organizational efficiency.
  • Coordinate with operational elements to align intelligence collection and analysis with real-time mission demands and decision support requirements.
  • Lead technical and analytic teams in producing high-quality intelligence products, assessments, and situational awareness reporting.
  • Oversee the application of data science, automation, and visualization tools to improve intelligence fusion, analysis, and reporting efficiency.

Governance, Compliance, and Reporting

  • Ensure adherence to DoD, IC, and agency policies, including information security, classification management, and operational security (OPSEC) standards.
  • Develop and present program status reports, briefings, and technical reviews for leadership and stakeholders.
  • Maintain oversight of program documentation, deliverables, and configuration control processes.
  • Support internal and external audits, inspections, and performance evaluations.

This is position is contingent on contract award. Veterans receive hiring preference.

Requirements:

The following are the minimum requirements for this position:

  • Possess a current, active TOP SECRET Clearance
  • Must be a U.S. Citizen
  • Bachelor’s degree or higher from an accredited institution with preferred concentrations in areas such as Project or Program Management, Intelligence, Public Administration, Public Policy, American Government/Governance, Law/Legal Studies, or Management/Leadership
  • Experience with Intelligence Community (IC) is desired
  • Eight (8) years of experience working on an intelligence services contract/task order involving Contractor personnel support. Preferred experience directing intelligence operations.
  • Knowledge of IC intelligence authorities, component missions, and the role of supporting the Intelligence Enterprise; overall intelligence research, analysis, and production process.
  • Experience working with Microsoft Office suite and IC data systems.
