Position Title: Senior Contract Specialist

Location: Washington, DC (On-site)

Assignment type: Temp-to-permanent

Compensation: $35.00 - $40.00 / Hourly

Work Schedule: M-F 9-5

Job Description:

  • Coordinate and manage the full procurement and contract lifecycle, including Request for Proposal (RFP) and Request for Quote (RFQ) development, tracking, evaluation, and award support.
  • Review, negotiate, and administer a high volume of contracts, with a strong focus on professional services, technology, software, and complex purchasing agreements.
  • Analyze supplier proposals, pricing, and supporting documentation to assess reasonableness, compliance, and overall value.
  • Evaluate contract terms and conditions, identify risk areas, and support negotiations related to legal language, service expectations, amendments, and renewals.
  • Monitor vendor and contract performance, document outcomes, and recommend improvements related to pricing, service quality, delivery, and compliance.
  • Maintain accurate contract records, supporting documents, and reporting within procurement and contract management systems.
  • Partner with internal stakeholders to support high-profile, high-value, and time-sensitive purchasing initiatives.
  • Prepare reports, metrics, and analysis to assist with planning, budgeting, sourcing strategies, and contract oversight.
  • Serve as a subject matter resource for contract and procurement workflows, while helping improve processes and support internal customer service.
  • Contribute to process improvement efforts by recommending enhancements to procurement procedures, systems usage, and overall operational efficiency.

Qualifications:

  • Bachelor’s degree required.
  • 5+ years of experience in procurement, purchasing, or contract administration required.
  • Strong experience managing RFP and RFQ processes required.
  • Experience negotiating and administering complex contracts, including technology and professional services agreements, required.
  • Broad ERP systems experience required.
  • Advanced Microsoft Office skills required, including strong Excel and Word proficiency.
  • Experience with contract management software strongly preferred; PeopleSoft and Jaggaer are a plus.
  • Professional certifications such as CPSM, C.P.P.O., CFCM, or similar are a plus.
  • Strong communication, presentation, organizational, and project management skills required.
  • Ability to work independently, manage multiple priorities, and operate effectively in a deadline-driven environment.
