Position Overview

Spartan is seeking an experienced Business Analyst – Advanced to support a large-scale enterprise ServiceNow implementation for a State of Florida agency.

The Business Analyst will lead business analysis, requirements management, stakeholder engagement, process documentation, solution validation, and business process improvement activities. This position will work closely with business leaders, product and platform owners, technical teams, implementation partners, and vendors to ensure business requirements are accurately defined, documented, approved, and successfully implemented within ServiceNow.

Initial efforts will focus on Incident Management, Service Request Management, and the Employee Center, followed by additional ServiceNow capabilities including IT Service Management (ITSM), Case Management, Configuration Management Database (CMDB), Common Service Data Model (CSDM), IT Operations Management (ITOM), reporting and analytics, service portfolio and catalog management, platform governance, integrations, organizational change management, and training.

Key Responsibilities

  • Lead business requirements elicitation and analysis activities.
  • Facilitate workshops, meetings, and requirements sessions with business and technical stakeholders.
  • Analyze current-state business processes and identify opportunities for improvement.
  • Develop and document business, functional, and non-functional requirements.
  • Create process flows, workflows, use cases, user stories, and supporting documentation.
  • Coordinate business validation and requirements approval activities.
  • Support solution demonstrations and stakeholder reviews.
  • Assist with system testing, User Acceptance Testing (UAT), defect tracking, and solution validation.
  • Develop and maintain requirements traceability throughout the implementation lifecycle.
  • Work with ServiceNow product owners, platform owners, implementation partners, vendors, and technical teams.
  • Support organizational change management, communications, training, and user adoption activities.
  • Develop business process and knowledge-transfer documentation.
  • Support continuous improvement initiatives associated with the ServiceNow platform.

Required Qualifications

  • Minimum 5 years of Business Analysis experience supporting enterprise technology implementations.
  • Minimum 3 years of experience supporting ServiceNow implementations or platform enhancements.
  • Demonstrated experience eliciting, documenting, validating, and managing business and functional requirements.
  • Experience facilitating stakeholder workshops and requirements-gathering sessions.
  • Experience documenting business processes, workflows, and functional specifications.
  • Experience supporting solution validation and User Acceptance Testing.
  • Strong written and verbal communication skills.
  • Ability to work effectively with business stakeholders, technical teams, leadership, and external vendors.

Preferred Qualifications

  • Experience implementing multiple ServiceNow products or modules.
  • Experience with ServiceNow ITSM.
  • Experience with Case Management.
  • Experience with CMDB and CSDM.
  • Experience with IT Operations Management (ITOM).
  • Experience with ServiceNow Employee Center.
  • Experience with ServiceNow service catalog or portfolio management.
  • Experience with business process improvement methodologies.
  • Experience supporting organizational change management and user adoption.
  • Previous experience working in a government or public-sector environment.

Education & Certifications

A bachelor's degree from an accredited college or university in Information Technology, Business Administration, Computer Science, or a related field is preferred, or equivalent professional experience.

Preferred certifications include:

  • Certified Business Analysis Professional (CBAP)
  • PMI Professional in Business Analysis (PMI-PBA)
  • ServiceNow certification(s)
  • ITIL Foundation certification

Work Location

The selected consultant is expected to perform work in the Tallahassee, Florida area. Work locations may be assigned temporarily or permanently based on project and agency requirements.

Contract Duration

The anticipated contract period is approximately:

September 15, 2026 – August 31, 2027

Continued work is subject to project requirements and available funding.

Ideal Candidate

The strongest candidate will be a senior-level Business Analyst who combines traditional BA skills with meaningful, hands-on ServiceNow implementation experience. Candidates who have worked directly with ServiceNow ITSM, CMDB/CSDM, Employee Center, ITOM, Case Management, or related enterprise modules will be particularly competitive.
