Technical Project Manager
This position is contingent upon contract award.
Location: IRS Facility, DC Metro Area. Note: 24x7, on-call support required

RISA is seeking an experienced technical project manager to support a critical IRS modernization program as a full-time IT Specialist SME - Lead. This role combines deep hands-on IT expertise with the ability to coordinate technical tasking across stakeholders, serve as the lead for enterprise integration efforts, and represent the EAIB team in government briefings and reporting. The position is on-site in the Washington, DC Metro area.
Responsibilities include:
- Managing daily execution of all PWS task areas
- Coordinating across ACIO delivery partners, business units, and technical staff
- Overseeing reporting, schedule management, and risk tracking
- Leading stakeholder meetings, program reviews, and release planning
- Ensuring contract compliance and quality of deliverables
Key Responsibilities:

Provide expert-level technical support to IRS Enterprise Architecture Integration Branch (EAIB) modernization initiatives

Serve as the EAIB Lead across four-person contractor team, coordinating efforts with IRS divisions (Cyber, AD, EOPs, ES, S&P)

Lead technical integration discussions, milestone reporting, and programmatic collaboration with internal and external stakeholders

Contribute to enterprise release planning, technical assessments, architecture reviews, and delivery roadmap alignment

Support the development of weekly, monthly, and ad hoc reports for IRS leadership

Engage in EAIB service lifecycle support: performance tracking, risk mitigation, patch coordination, and triage management
Minimum Qualifications:

U.S. Citizenship and Public Trust eligibility
-
7+ years in IT systems engineering, enterprise integration, or architecture roles

Demonstrated experience supporting IRS, Treasury, or large-scale federal IT programs

Proven ability to lead multi-disciplinary teams in technical environments

Strong communication and reporting skills, especially with federal stakeholders
Preferred Qualifications:

Familiarity with IRS enterprise systems, EAIB mission, or similar federal enterprise architecture teams

Experience with Agile governance, modernization roadmaps, and cross-functional IT integration

Prior support of EAIB-aligned environments (JMS, MQ, middleware, DevOps, or cloud-based platforms)
Work Environment:
Professional Office Environment: Must be able to sit at a desktop or laptop computer for extended periods of time.
Physical Demands:
- While performing the duties of this job, the employee is regularly required to sit, stand, talk, hear, and use hands and fingers to operate a computer and telephone.
- Must be able to communicate regularly via telephone and verbally present information to employees, customers, and outside vendors.
Expected Hours of Work:
- 40 hours per week based on the customer's core operating hours.
