A Brief Overview
N2IA Technologies is seeking a highly skilled Senior Communications & Value Realization Lead to support the Defense Counterintelligence and Security Agency (DCSA) as it undergoes significant enterprise transformation, including modernization of systems, adoption of cloud-based services, and implementation of new digital and AIenabled capabilities.
This role is ideal for a strategic communicator and value-focused analyst who can translate complex technical initiatives into clear messaging, measurable outcomes, and actionable insights for senior leadership, mission owners, and stakeholders across the DoD and federal community. The ideal candidate will have 7+ years of experience in communications, technology adoption, benefits realization, or change management within the federal or DoD environment.
Key Responsibilities
Strategic Communications & Messaging
- Develop and implement communication strategies that support DCSA's modernization efforts, including NBIS, cloud adoption, digital workflows, automation, and AI/ML initiatives.
- Create high-quality written materials such as strategic plans, leadership talking points, newsletters, briefings, FAQs, fact sheets, and user guidance.
- Tailor messaging for diverse audiences, including senior DCSA leadership, DoD components, industry partners, and end-users.
Value Realization & Impact Measurement
- Define and track KPIs, outcomes, and mission benefits associated with modernization and technology deployment.
- Develop frameworks to measure user adoption, usage trends, operational efficiency, mission impact, and return on investment.
- Build dashboards and reports that communicate progress, gaps, and opportunities for improved adoption and value delivery.
- Conduct assessments to determine whether DCSA is receiving the expected benefits from new technologies, platforms, and processes.
Stakeholder Engagement & Alignment
- Facilitate engagement with mission owners, technical teams, and leadership to ensure alignment on goals, capabilities, timelines, and expected benefits.
- Support cross-functional collaboration across DCSA and partner agencies to ensure coordinated and transparent communication.
- Act as a trusted advisor to leadership by crystallizing complex program details into concise, actionable insights.
Technology Adoption & Change Support
- Partner with product teams, program managers, and training specialists to support user readiness and adoption campaigns.
- Develop materials that help end-users understand the "why," "what," and "how" of changes in workflows, systems, and capabilities.
- Identify adoption barriers and recommend strategies to increase usage, satisfaction, and mission alignment.
Executive Storytelling & Senior-Level Support
- Prepare compelling executive-level narratives, outcomes briefs, and transformation summaries for leadership and external stakeholders.
- Translate technical information into mission-focused messaging that highlights improvements in security, vetting, user experience, and operational performance.
- Support senior leadership in communicating vision, priorities, and progress to internal and external audiences.
Basic Qualifications
- Bachelor's degree in Communications, Business, Public Administration, Data Analytics, Organizational Development, or related field.
- 7+ years of experience in strategic communications, value realization, change management, or digital transformation support.
- Experience supporting federal clients-DoD experience preferred.
- Strong written and verbal communication skills with the ability to simplify complex technical information.
- Experience developing communications strategies and value measurement frameworks.
- Demonstrated ability to work with cross-functional teams, including technical, operational, and leadership stakeholders.
- Experience with dashboards, data analysis, or performance measurement visualizations (Power BI preferred).
Preferred Qualifications
- Master's degree in Communications, Analytics, Organizational Change, Business, or related field.
- Prosci or other change management certification.
- Experience supporting large-scale system modernization, cloud migration, or enterprise technology adoption initiatives.
- Familiarity with DCSA mission areas, NBIS, federal vetting, or security operations.
- Experience with user adoption analytics, customer experience (CX) frameworks, and benefits realization methodologies.
- Ability to brief senior executives and communicate across multiple levels and mission sets.
