MacDonald-Bedford LLC is seeking a detail-oriented, multi-skill and self-starting Commissioning Engineer / Specialist / Commissioning Authority (CxA) to support a variety of federal and infrastructure design and construction projects. This role focuses on providing engineering and construction oversight, ensuring the successful delivery of new construction, renovation, and modernization efforts, specifically planning, coordinating, and executing commissioning activities across mechanical, electrical, plumbing (MEP), building controls, and life safety systems to ensure operational readiness and system integrity prior to project turnover.


As a Commissioning Authority (CxA), you will represent the owner’s interests throughout the lifecycle of the project—ensuring quality, functionality, safety, and performance across MEP, building and control systems.

Key Responsibilities:

  • Provide construction management services (CMS) for pre-construction award functions, quality assurance and contract administration:
  • Expertise in preparing and finalizing pre-award, quality assurance and contract administration processes for Government Construction Contracts.
  • Must be able to travel. Capable of performing travel or relocation possibly) within the Pacific Region for periods up to 1 year.
  • Collaborate with architects, engineers, and project stakeholders to develop solutions for technical and logistical problems across all phases and disciplines.
  • Develop and implement commissioning plans, test procedures, and functional checklists in accordance with project specifications and industry standards.
  • Lead and/or support on-site commissioning activities across MEP systems, including HVAC, controls, fire protection, and integrated systems.
  • Perform functional performance testing, including integration testing of multiple systems and components.
  • Coordinate with project stakeholders to ensure systems meet operational readiness goals prior to occupancy or turnover.
  • Document commissioning activities through test reports, punch lists, deficiency logs, and final commissioning reports.
  • Support third-party peer reviews or serve as lead for project-specific commissioning deliverables.
  • Provide training and handover support to facility operations staff and end users.
  • Prepare and review construction drawings, design documents, and technical specifications.
  • Ensure designs comply with building codes, federal and local regulations, sustainability standards, and ADA guidelines.
  • Support design charrettes, coordination meetings, and value engineering processes.
  • Provide technical input during construction, including shop drawing reviews, RFI responses, and on-site inspections.
  • Coordinate with multidisciplinary teams, including contractors and federal agencies, to resolve design and construction challenges.
  • Prepare design reports, calculations, and documentation to support permitting and client presentations.

Minimum Requirements:

  • Bachelor's degree in Mechanical, Electrical, or related Engineering discipline, or equivalent technical experience.
  • 3+ years of hands-on experience in commissioning, field engineering, or systems testing.
  • Strong working knowledge of MEP systems, building controls (BAS/BMS), and life safety systems.
  • Familiarity with ASHRAE commissioning guidelines, NEBB, ACG, LEED, or equivalent industry standards.
  • Ability to read and interpret technical drawings, schematics, and construction specifications.
  • Excellent problem-solving, organizational, and communication skills.
  • Willingness to travel to project sites and work onsite during key commissioning phases.
  • Citizenship of the United States
  • Experience in AutoCAD, Revit, BIM platforms, and the Microsoft Office Suite.
  • Strong understanding of construction methods, structural systems, and code compliance.
  • Experience in MEP integration, civil works, runways / airfields / paving / lighting and fuel systems,
  • Knowledge of LEED standards, ADA accessibility, and sustainable design principles.
  • Ability to coordinate complex multidisciplinary design efforts and support projects from concept through construction.
  • Excellent problem-solving abilities, attention to detail, and strong written and verbal communication skills.

Preferred Qualifications:

  • Commissioning certification (e.g., CxA, CCP, or equivalent).
  • Expertise in building automation systems (BAS/BMS) and controls integration testing.
  • OSHA 30 certification or equivalent safety credential.
  • Professional Engineer (PE) license or Architecture Registration or ability to obtain licensure.
  • Prior experience supporting federal government projects (e.g., USACE, GSA, VA).
  • Experience with Procore, Primavera P6, or other project management tools.
  • Expertise in full building commissioning
