Job Title: Journeyman - Executive Level Project Management
Job Description
The United States Coast Guard is seeking a highly skilled and experienced Journeyman to provide guidance and direction for executive level projects. The ideal candidate will possess strong research, analysis, and business process modeling skills, and demonstrate outstanding interpersonal and communication abilities. This role involves managing complex projects, ensuring they are completed within estimated timeframes and resource constraints, and coordinating all parties to tasks while maintaining high standards of quality and adherence to customer requirements.
Responsibilities:
- Executive Guidance: Provide guidance and direction for executive level projects implementing initiative management principles, business process development, business re-engineering, and strategic business projects.
- Project Management: Manage projects of high complexity, directing the completion of projects within estimated timeframes and resource constraints.
- Coordination: Coordinate all parties to tasks and review work products for completeness, quality, and adherence to customer requirements.
- Policy Interpretation: Read and interpret Government policy, regulations, and directives, applying those interpretations fully and legally to all PWS activities as directed by the Project Manager or designee.
- Communication: Communicate effectively, both orally and in writing, with executive level personnel.
- Business Process Modeling: Maintain results of business process models in DOORS (Dynamic Object-Oriented Requirements System).
Required Qualifications:
- Education: BA/BS or MA/MS degree in a relevant field.
- Experience: 3 to 10 years of experience in research, analysis, and business process modeling.
- Technical Skills:
- Ability to provide guidance and direction for executive level projects.
- Capability to manage projects of high complexity and direct their completion within estimated timeframes and resource constraints.
- Ability to coordinate all parties to tasks and review work products for completeness, quality, and adherence to customer requirements.
- Ability to read and interpret Government policy, regulations, and directives, and apply those interpretations fully and legally to all PWS activities.
- Communication Skills: Outstanding interpersonal and communication skills, with the ability to communicate effectively with executive level personnel.
- Software Proficiency: Proficiency in DOORS (Dynamic Object-Oriented Requirements System) and standard office software (e.g., Microsoft Word, Excel, PowerPoint).
