POSITION OVERVIEW

Blackrock Strategy is seeking a Lead Systems Engineer PNT/C5ISRT to support high-priority prototyping and experimentation efforts within the Washington Headquarters Services (WHS), Acquisition Directorate (AD), in the National Capital Region (NCR).

This role sits at the intersection of systems engineering, advanced technology integration, and mission execution, providing senior-level technical leadership across complex defense programs. The ideal candidate brings deep expertise in PNT and C5ISRT capabilities, with the ability to guide design, integration, and operational application in contested environments.

This position is contingent upon contract award. Qualified candidates will be submitted upon identification.


WHAT SUCCESS LOOKS LIKE

  • You provide clear technical leadership across complex, high-visibility programs, aligning stakeholders and driving execution
  • System architectures, requirements, and integration efforts are well-defined, scalable, and mission-aligned
  • APNT and C5ISRT capabilities are effectively integrated and applied in contested operational environments
  • Risks are identified early, communicated clearly, and mitigated through structured processes
  • Programs progress efficiently through the DoD 5000 lifecycle with strong technical oversight
  • Cross-functional teams operate in alignment, supported by clear guidance and decision-making authority


KEY RESPONSIBILITIES

  • Provide senior-level systems engineering leadership across design, manufacturing, integration, and test activities
  • Support program execution in a role comparable to a Chief Systems Engineer (CSE) or Deputy CSE for large-scale programs ($100M+)
  • Lead and support APNT initiatives focused on protecting and controlling PNT data in contested environments
  • Provide technical expertise in C5ISRT and counter-C5ISRT systems, including multi-source data integration and analysis
  • Oversee development and assessment of technical requirements for emerging technologies and capabilities
  • Execute and support efforts aligned with the DoD 5000 acquisition lifecycle
  • Support Agile development practices across programs and teams
  • Establish and manage formal risk management processes for technology development efforts
  • Coordinate across government stakeholders, contractors, and technical teams to ensure alignment and execution


REQUIRED QUALIFICATIONS

  • Active TS/SCI clearance with SAP eligibility
  • 10+ years of experience as a Chief Systems Engineer or Deputy CSE on programs valued at $100M+
  • 8+ years of leadership experience supporting classified programs at the SCI level or higher
  • 8+ years of experience in APNT operational and technical methods in contested environments
  • 5+ years of experience overseeing technical requirements development and capability assessments
  • 5+ years of experience supporting the DoD 5000 acquisition lifecycle
  • 5+ years of experience working within Agile development environments
  • 5+ years of experience establishing and managing formal risk management processes
  • Master’s degree in engineering, science, or a related technical discipline (PNT, C5ISRT, or similar)


PREFERRED QUALIFICATIONS

  • 8+ years of experience with C5ISRT and counter-C5ISRT systems, including multi-source data integration and analysis
  • Prior military or Department of Defense experience


WORK ENVIRONMENT

Based in the National Capital Region (NCR), supporting government site operations

Operates in a high-visibility, fast-paced environment with direct engagement across government leadership and technical teams

Requires coordination across multiple organizations, including engineering, acquisition, and operational stakeholders


LANGUAGE SKILLS

Ability to read, analyze, and interpret complex technical documentation, including system requirements, acquisition frameworks, and classified materials

Ability to prepare clear, concise, and executive-level communications, including technical briefings and program updates

Ability to communicate effectively with senior government leaders, engineers, and cross-functional stakeholders


REASONING ABILITY

Ability to evaluate complex technical systems and architectures, identifying risks, gaps, and integration challenges

Capable of applying systems engineering principles to real-world defense scenarios, making informed decisions under ambiguity

Ability to synthesize information across multiple domains (APNT, C5ISRT, acquisition, operations) to guide strategic direction

Strong judgment in prioritizing competing technical and programmatic demands in high-pressure environments
