Position Overview: Act as a lead on large and complex information technology (IT) projects. These projects will have individual project managers so this position will be responsible for coordinating schedules, milestones and communication to impacted internal and external stakeholders.

Projects include:

  • The Transformational Projects are included in the City’s new outsourcing contract.

  • An upgrade to PeopleSoft Financials in 2024.

  • Replacing the City’s PeopleSoft HR/Payroll ERP system.

  • Replace the City’s timekeeping system.

  • Other major projects or system replacements will need this level of oversight.

Job Duties and Responsibilities:

  • Provide leadership for the program, including promoting the program vision by maintaining alignment of the program vision with the sponsoring organization's vision, mission, principles and values.

  • Build an environment of confidence and trust within the program by treating stakeholders fairly and equitably, facilitating open discussion, managing differences constructively, and attending to issues and concerns in a timely manner.

  • Analyze program objectives to identify relevant stakeholders (internal and external), making sure that their interests are identified and documented, incorporated into program decisions and that competing or conflicting interests are addressed, negotiated and resolved.

  • Solicit stakeholder communication needs (method, content, and timing) to develop a communication plan, and make sure the plan is operated and maintained through the life of the program.

  • Ensure the desired future state is defined and agreed to by pertinent stakeholders. And monitor and evaluate internal and external program contexts for circumstances that may require changes to the desired future state.

  • Consult with relevant stakeholders to analyze, identify, document, prioritize, and manage program risks, including risks related to contracts. Negotiate and document agreed risk responses and mitigation plans. Monitor risks and regularly assess program status to identify and address emerging risks.

  • Develop, implement and maintain program plans. Make sure agreement on desired outcomes, and program success criteria are negotiated and agreed to by all relevant stakeholders. Make sure assumptions, constraints and exclusions are identified and documented, the plan is defined, and that the plan is agreed to by all relevant stakeholders.

  • Monitor, evaluate and control program progress and performance. Take corrective action as needed to meet program success criteria.

  • Prepare materials for presentations to keep IT management fully informed about program status and expected outcomes.

  • Manage Program Closure. Make sure all issues are resolved, all solutions have been successfully transferred to operations staff for maintenance and support, program billing and invoice payments are in accordance with purchase agreements, lessons-learned process-feedback has been analyzed and recorded, and that program records are finalized to "as-built" state, signed off, and stored in compliance with department retention procedures.

  • Shape and sustain an organizational change implementation approach and ensure that variances in attainment of desired organizational change are addressed.

  • Serve as a program management team lead. Assist the PMO Manager to develop methods and metrics for evaluating and measuring program performance, and to capture lessons learned for continuous improvement of the program and project management practice.

Required Qualifications:

Minimum Experience: 8 years of experience managing progressively larger and more complex projects and programs with a strong, multidisciplinary background in information technology solution development methodologies, program management best practice, contract negotiation, and business change management, preferably in the public sector.

Knowledge, Skills and Abilities:

  • Considerable knowledge of project management is the best practice, methodologies, success factors, tools and techniques, regarding information technology program management.

  • Excellent interpersonal, communication, negotiation and public presentation skills.

  • Ability to write clear and concise documentation and reports on complex technical and program execution topics.

  • Ability to mentor and motivate program team members and use positive feedback to ensure product quality.

  • Ability to coordinate resource planning and competing priorities when managing multiple projects or sharing resources with other project and program managers.

  • Ability to lead and oversee the work of others.

  • Working knowledge of computer software and information systems used to facilitate program management.

  • Considerable knowledge of methods and practices for facilitating organizational change.

Base Salary Range (Commensurate with experience)

$95,000—$130,000 USD
