The Performance Based Contracting Administrator is responsible for overseeing the performance of contracts that receive reimbursement for achieving specific Key Performance Indicators (KPIs), ensuring optimal financial and quality outcomes. Working under the direction of the Senior Executive Director of Quality & Compliance, this strategic leadership role will drive the development, implementation, and monitoring of robust systems to track and evaluate performance indicators associated with quality of care and contract compliance.

The Performance Based Contracting Administrator will serve as a primary strategic partner to the VP of Operations (PA & Regional), developing and delivering high-impact, data-driven reports, providing actionable recommendations for operational changes, and ensuring all contract reporting is accurate and complete. The position plays a critical role in preparing and aligning the organization's services for dynamic funding and regulation changes, ensuring continuous readiness and compliance.

Section 3: Major Responsibilities

  • Lead the development and execution of strategic planning initiatives to proactively position RHD to earn and maximize all available monetary and non-monetary incentives tied to quality of care performance.
  • Provide guidance and data-driven recommendations to executive leadership on the strategic direction, opportunities, and risks associated with performance-based contracting.
  • Direct the establishment, implementation, and continuous enhancement of data systems to accurately track and evaluate organizational performance against funder Key Performance Indicators (KPIs).
  • Drive continuous improvement efforts by optimizing existing processes and systems to ensure efficient, effective, and reliable management of all performance metrics.
  • Oversee all data tracking reports, and lead collaborative planning and review meetings with operational leadership to translate insights into actionable plans for performance improvement.
  • Act as the primary liaison between RHD and all contracting agencies, managing relationships and communicating all performance-related requirements, progress, and outcomes.
  • Partner with relevant departments to advise on and co-develop new policies and procedures, ensuring seamless integration of performance-based contracting requirements into daily operations.
  • Coordinate and align the efforts of multiple departments to ensure a unified approach towards meeting and exceeding all contractual KPIs.
  • Conduct ongoing evaluations of the market to identify and assess new growth opportunities for expanding the organization's portfolio within performance-based contracting, presenting business cases for new initiatives.
  • Perform other duties as assigned.

Section 6: Job Qualifications and Competencies

Job Qualifications:

Education and Experience:

  • Bachelor’s degree required; preferred in human services, criminal justice, or related field.
  • At least 5 years of experience working in Human Services, specifically related to funder contracting .
  • Familiarity with state-specific systems and agencies preferred.
  • Must have demonstrated strong stakeholder engagement skills.
  • Valid driver’s license with clean MVR and willingness to travel.
  • Satisfactory background check required.
