Job Title: Senior Database Administrator (DBA)
Industry: State Agency
Location: Linthicum, MD (Hybrid – 3 days onsite, 2 days remote)
Rate: Depends on experience
Position Overview:
We are seeking a Senior Database Administrator (DBA) to oversee the development, management, and optimization of enterprise-level database systems. This role involves planning and allocating database resources, supporting developers with data operations, ensuring system performance, and implementing backup and recovery strategies. The ideal candidate will bring strong expertise in PostgreSQL, AWS cloud database administration, and enterprise RDBMS systems such as Oracle and SQL Server. Experience in Agile/DevOps environments and working with health and human services programs is highly preferred.
Responsibilities:
- Plan and allocate staff and data resources to ensure efficient database operations.
- Support developers with database planning, load analysis, and backup/recovery tasks.
- Monitor performance, identify bottlenecks, and recommend improvements.
- Provide technical expertise in database management systems (DBMS).
- Evaluate and recommend DBMS products based on user requirements.
- Define file organization, indexing methods, and security protocols for applications.
- Create and maintain database objects (tables, views, indexes, constraints).
- Design and implement database backup, recovery, and replication procedures.
- Manage PostgreSQL performance monitoring and capacity planning using native and third-party tools.
- Automate database operations with scripts and functions.
- Provide leadership, daily supervision, and technical guidance to support staff.
- Prepare and deliver presentations on DBMS concepts and solutions.
Qualifications:
- Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or related field (Master’s preferred) OR equivalent experience.
- At least 7 years of experience in developing and maintaining database systems.
- At least 6 years administering on-premise/cloud multiuser environments, including planning, design, and implementation of complex databases.
- Deep knowledge of EDB PostgreSQL architecture and AWS-based PostgreSQL administration.
- Experience in proactive performance tuning, monitoring, and troubleshooting.
- Strong scripting and automation skills.
- Experience with enterprise RDBMS (Oracle, SQL Server, DB2), with at least 2 years specifically in PostgreSQL.
- Familiarity with Agile/DevOps methodologies.
- 5+ years specialized experience in DBMS, system design and analysis, OS software, and data manipulation languages.
- Candidate must have experience within health and human services (HHS) domains such as Medicaid, CHIP, SNAP, TANF, Child Welfare, or EHR systems.
