Job Title: Quote Analytic Consultant (Data & Healthcare Analytics)

Location: Remote (New York)
Duration: 3 Months

Position Overview:

We are seeking a highly experienced Data Analytics Consultant to support a healthcare data integration and analytics initiative focused on the Cascade of Care project. This role involves advanced data matching, SQL database development, and management of multiple healthcare administrative datasets. The consultant will play a key role in building a secure, accurate, and analysis-ready dataset while ensuring compliance with strict data governance and HIPAA regulations.

Key Responsibilities:

Data Matching & Integration:

  • Conduct complex data matching across multiple healthcare datasets (Medicaid, SPARCS, mortality data, EMR systems, and American Community Survey data).
  • Develop and optimize a data matching database for the Cascade of Care project.
  • Create final cleaned and matched datasets ready for analytical use.

Data Management & SQL Development:

  • Develop and maintain SQL schemas and database structures.
  • Write and optimize complex SQL queries to support dataset creation and analysis.
  • Upload, transform, and maintain large-scale health administrative datasets.
  • Perform ongoing data quality checks, including validation of new and existing datasets.

Data Quality & Governance:

  • Implement and maintain data quality control measures (missing data checks, outlier detection, range validation, and logic checks).
  • Ensure compliance with HIPAA, data governance protocols, and confidentiality requirements.
  • Develop structured documentation of data workflows and matching methodologies.

Analytics & Reporting:

  • Use American Community Survey (ACS) data to generate neighborhood-level indicators.
  • Clean and validate datasets using statistical methods and cross-tabulations.
  • Summarize data matching processes and create detailed technical documentation for reproducibility.

Collaboration:

  • Work closely with IT teams and project stakeholders to ensure secure and efficient database management.
  • Support compliance with organizational data privacy and security standards.

Required Experience & Skills:

  • 5+ years of experience in:
    • Data matching using multiple healthcare administrative datasets
    • Working with Medicaid and SPARCS data
    • HIPAA-compliant data environments and data use agreements
    • Statistical programming using SAS and R
  • 2+ years of experience in SQL database management
  • Experience extracting and working with American Community Survey (ACS) data via Census API using R, SAS, Python, or similar tools
  • Strong knowledge of data cleaning, validation, and quality control methodologies
  • Strong quantitative and analytical skills
  • At least 1 year of experience on federal research grant-funded projects

Preferred Skills:

  • Experience with large-scale public health or government datasets
  • Strong documentation and technical writing skills
  • Experience working with interdisciplinary research or public health teams
