VLinc is seeking a highly qualified Senior Subject Matter Expert (SME) to provide cyber support to the Aviation Mission Systems program under the U.S. Coast Guard Office of Aviation Acquisition (CG-931). This position will serve as the principal advisor on cyber requirements, Risk Management Framework (RMF) compliance, and aviation system certification activities. Working directly with CG-931 Cyber leadership, the SME will help ensure all mission-critical systems meet evolving cybersecurity, integration, and sustainment requirements.
Responsibilities
- Lead efforts to support Aviation Information Assurance system compliance with the Risk Management Framework (RMF).
- Assist in the preparation and review of acquisition and cybersecurity documentation, including Plans of Action and Milestones (POA&Ms), Program Protection Plans (PPP), and Authority to Operate (ATO)/Authority to Connect (ATC) packages.
- Monitor and interpret cybersecurity scan results, identify vulnerabilities, and assist with mitigation strategies in coordination with CGCyber and CG-933.
- Track and manage aviation system configurations across airframes, labs, and sustainment environments (e.g., MSIL and MSSL).
- Support the Information System Security Officer (ISSO) in addressing lifecycle cybersecurity requirements.
- Provide program-level documentation and briefings for Acquisition Decision Events (ADEs) and other leadership reviews.
- Coordinate and facilitate IPTs and working group sessions related to aviation cyber integration and sustainment.
- Manage cybersecurity documentation in compliance with DHS and USCG directives and submit updates via DCARS and other routing systems.
Qualifications
- Bachelor's degree in Cybersecurity, Systems Engineering, Information Technology, or related field.
- Minimum of 8–10 years of experience supporting cybersecurity and RMF activities for federal aviation or defense systems.
- In-depth knowledge of DHS, DoD, and USCG cybersecurity policies and lifecycle certification processes.
- Experience supporting cyber documentation for acquisition programs, including ATO, ATC, and system security plans.
- Familiarity with eMASS, Emass POA&Ms, and cybersecurity metrics tracking.
- Excellent organizational, documentation, and communication skills.
Preferred Qualifications
- Master's degree in Cybersecurity, Systems Engineering, or related technical discipline.
- CISSP, CISM, or equivalent cybersecurity certification.
- Prior experience working with CG-931, CGCyber, or aviation mission system sustainment environments.
- Understanding of airworthiness cybersecurity standards and aviation lab certification practices.
Work Environment
- Location: Primarily located at USCG Headquarters (Washington, DC) with regular visits to Patuxent River NAS (MSIL Lab).
- On-Site Requirements: Required for lab support, briefings, and classified document access.
- Telework: Allowed for certain tasks with COR approval; however, frequent onsite support is required.
- Schedule: Monday–Friday, 0630–1600, with flexibility for mission and cybersecurity deadlines.
