Job Description: Project Manager
Location: On-site, Washington, D.C.
Position Overview
The Project Manager serves as the primary point of contact for clients and stakeholders and is responsible for the overall performance of the Senior Community Service Employment Program (SCSEP) training, technical assistance, and communications contract. This role ensures the successful delivery of program support.
Essential Duties and Responsibilities
- Daily Operations Management: Provide day-to-day management of contractor support operations, including coordinating personnel at multiple locations.
- Technical Assistance (TA) Oversight: Oversee the development of a TA tier-level model and triage system to track and resolve grantee risk factors and performance issues.
- Training Strategy: Lead the creation and delivery of multi-modal training (Webinars, Virtual institutes, and classroom training) for the new Grantee Performance Management System (GPMS) and other SCSEP programmatic needs.
- Stakeholder Communication: Manage the production of professional-quality promotional marketing materials, ad-hoc reports for high-level stakeholders, and the maintenance of the SCSEP Community of Practice page.
- Compliance & Quality Control: Develop and maintain a Quality Control Plan (QCP) to ensure all services meet PWS standards with zero deviation. Ensure all multimedia and training materials are 508 Compliant.
- Contractual Authority: Act with full authority for the contractor on all matters relating to daily operations and attend periodic progress meetings with the Contracting Officer (CO) and COR.
Required Education & Experience
- Education: Must possess a Master of Science (MS) Degree from an accredited college or university.
- Management Experience: A minimum of 7 years’ experience managing complex multidisciplinary teams involving multiple facets of technical effort.
- Technical Supervision: At least 5 years of direct supervision of technical personnel involved in life cycle management support of complex systems.
- Security Clearance: Must be able to pass a Public Trust background investigation.

- Leadership: Capability to lead teams composed of engineers, scientists, and management professionals throughout the entire system life cycle (analysis, design, development, integration, training, testing, and maintenance).
- Communication: Demonstrated high-level written and oral communication skills.
- Operational Oversight: Ability to organize, direct, and coordinate the planning and production of all contract support activities.
