Job Description:\n\nPosition Summary The Residential Director is the Program Lead in driving an agency culture that is emphasizes:Individual care, health, safety, community integration and empowerment;Regulatory Compliance;Program employee support, development and empowerment. The Residential Director is responsible for ensuring that Individuals residing in assigned sites receive all required care within the guidelines of 55 Pa. Code §§ 6100, 6400 et seq. (“Applicable Regulations”). This includes ensuring the effective communication of relevant information among internal stakeholders, operational compliance with Individual Service Plans and applicable regulations, and facilitating open and effective advocacy to support each resident Individuals’ evolving needs. The Residential Director works proactively with subordinates and other KenCCID departments to ensure compliance readiness, regulatory and policy compliance, a full census, and that required care is delivered within budget. The Residential Director identifies and participates in the formulation of training materials and curricula to meet regulatory requirements and to empower employees to perform effectively within their roles. This position has decision-making authority in decisions related to care and support for the individual, and in policy and procedure identification and development, to enhance program delivery. Job Classification: Exempt Reports to: Program Director Direct Reports: Assigned Sites’ Program Specialists (PS) and Community House Managers (CHM) Position Responsibilities – Program SupportEnsures that the safety and well-being of Individuals is protected at all times and that the rights of the Individuals are observed at all times.Supervise the daily activities of Program Specialists and CHMs in 15+ Community Homes. Oversees Direct Support Providers (DSP) within assigned homes.Ensures staffing requirements are met consistently and participates in the assignment of new DSPs to fill site vacancies or reassignment of existing DSPs. Proactively monitors Program Specialists, CHMs and Individual health records on an ongoing basis to ensure that the needs of the Individual are accurately reflected in their Needs Assessment, services are provided as defined in the Individual’s ISP, that the current ISP reflects the existing care required for the Individual and/or the existing care provided to the Individual. Ensure site-specific orientations and ISP trainings are conducted as required and that Program Specialists and CHMs engage in specified increased on-the-job training with newly assigned DSPs to ensure retention and application of trained material during the two weeks following training on new material.Leads the Program Specialist and other KenCCID members of the Individual Plan Team to ensure Residential Needs Assessments and Individual Service Plans are updated in compliance with Applicable Regulations, and that internal care providers are promptly trained on modifications.Communicate site vacancies to the Intake Coordinator and work collaboratively with the Intake Coordinator to identify new homes for incoming Individuals, transfer current Individuals as needed, and work collaboratively to facilitate desired transitions.Responsible for periodic review of Individual EHR records to ensure progress notes are sufficiently detailed, all required documentation is current, medical appointments have been completed, and monthlies and quarterlies have been completed.Serves as the KenCCID point of contact for Individuals’ family members, external healthcare providers, and non-healthcare support providers. Position Responsibilities – Compliance SupportComprehensive knowledge, understanding and application of Applicable Regulations, ODP issued bulletins, KenCCID policies and procedures, and employer mandates under KenCCID’s Collective Bargaining Agreement.Fiscal monitoring of Individual assets and KenCCID assets used for the benefit of Individuals including ensuring compliance with fiscal internal controls to guard against theft or misappropriation of assets.Participates in Incident Management Investigations including conducting investigations, participating in Administrative Reviews and authorizing Provisional Reinstatements of Investigation Targets as needed. Engages in monthly reviews of site to ensure Weekly Site Inspection disclosures are accurate, and that homes are maintained in compliance with Applicable Regulations.Supports Compliance Team in preparing for licensing and monitors implementation of licensing CAPs and ensures ongoing compliance with CAP Position Responsibilities –Subordinate SupportEngages in uniform, regular, and consistent supervision, and performance evaluation, of direct reports, documents supervision, and supports subordinates by clearly communicating role expectations, providing guidance on how to meet these expectations, and proactively addresses performance lapses or problems. Leads weekly group CHM meetings in which the Residential Director provides support, guidance and training, identifies current operational issues that impede or compromise program delivery, and communicates these issues internally to facilitate prompt resolution.In collaboration with the Training Coordinator, ensures Program Personnel are in compliance with regulatory training requirements, have adequate onboarding and ongoing training to perform all aspects of their jobs, and that training records from community-based training are submitted promptly.Ensures subordinates receive prompt dissemination of new regulatory requirements and new KenCCID policies. Responsible for weekly review of CHM Weekly Site Reports to ensure completion and to identify potential program or compliance issues at the site, and leads implementation of corrective measures to eliminate identified issues.Provides CHM or PS support to DSPs if the PS or CHM is absent or on leave.Promptly reports complaints of unlawful conduct (discrimination, retaliation, etc.) to Human Resources or abuse to Incident Management.Approves leave requests, subordinate schedules and subordinate time sheets.Assists CHMs and staffing coordinator with scheduling when necessary.Must be on call outside of regular business hours to take the lead in managing crises, addressing emergencies, and other situations in which the health, care, or safety of an individual is compromised, or at risk. Education and Experience RequirementsMaster’s degree in human services or related field plus a minimum of two years of applicable experience; Bachelor’s degree in human services plus a minimum of three years of applicable experience; Associates degree in human services or a related field plus a minimum of four years’ applicable experience.Knowledge and understanding of Applicable Regulations, with the ability to apply this knowledge to operational practices.Certified in Medication Administration prior to hire, or within two weeks of hire, and maintain certification throughout tenure.Certified Investigator under ODP or must obtain certification as an Investigator within one year of hire. Must maintain this certification throughout employment.Experience as a supervisor in the Human Services field, with a proven history of employee development and performance improvement.Excellent written on verbal communication skills.Adept at using the Microsoft Office Suite and other software, to enhance workplace productivity; has the capacity to learn new software quickly.Must maintain a valid domestic driver’s license throughout employment. Physical Requirements:Must be able to lift 40 pounds.Physical dexterity sufficient to enter data in a computer, maintain paper files and print, staple and file documents, drive a KenCCID van.Must be able to shovel snow, climb/walk upstairs, lift Individuals as needed.Physical capability to perform general household chores.Physical ability for wheelchair transfer, walking, lifting, pushing wheelchair when requiredAbility to sit for long hours and look at a computer screen.Ability to communicate clearly in English, verbally and in writing.
