Position Overview

BizFirst is seeking an experienced Program Manager and Oracle Financials Functional Lead with a strong background supporting federal financial management systems. This role combines hands-on Oracle E-Business Suite (R12) functional expertise, team leadership, and operational support across large federal environments. The ideal candidate will have extensive experience working accounting and general ledger challenges for DoD (specifically USMC). The individual will support financial operations, troubleshoot system issues, lead cross-functional improvements, support year-end close activities, and deliver training and documentation to stakeholders.

Our client is a specialized management consulting firm that engages experienced professionals and consultants to support the federal government with strategic project execution, financial process optimization, advanced IT solutions, and Enterprise Resource Planning (ERP) system implementation. Through innovative transformations, they develop and implement strategies to optimize operations for military departments and agencies across the U.S. Federal Government.


Key Responsibilities

Program and Team Leadership

  • Lead teams supporting federal financial systems across multiple installations.
  • Oversee day-to-day team performance, ensuring on-time delivery, resource optimization, and achievement of program goals.
  • Partner with regional and installation leadership to maintain high service quality and operational excellence.

Oracle Financials Functional Expertise

  • Provide functional support across Oracle EBS R12 modules, including Order to Cash, Project Billing, Project Accounting, Receivables, Budget Execution, Funds Distribution, and reporting.
  • Troubleshoot functional issues, analyze discrepancies, and support cross-module problem solving.
  • Develop dashboards and monitoring tools to track order balances, budget variances, reimbursables, and customer support workload.

Financial Operations Support

  • Support O2C and related end-to-end processes, including order entry, approval, processing, billing, and closeout.
  • Lead, support, or refine fiscal year-end close activities, developing repeatable and efficient procedures.
  • Assist with revenue, billing, and financial analysis across military and civilian operational environments.

Process Improvement and Risk Management

  • Identify operational risks and develop mitigation approaches to maintain SLA and KPI performance.
  • Recommend improvements that enhance workflow efficiency, reporting accuracy, and internal transparency.
  • Coordinate with external partners, such as financial operations centers and reporting groups, to expedite issue resolution.

Training, Documentation, and User Support

  • Deliver expert-level end-user support and issue triage for Oracle financial systems.
  • Create training materials, user guides, and “train-the-trainer” documentation.
  • Support onboarding for new users and cross-functional teams by providing system guidance, scenarios, and best practices.


Required Qualifications

  • Bachelor’s degree in Business, Finance, Accounting, or a related field.
  • Over 12 years of experience in federal financial management (or over 8 years with USMC accounting), Oracle EBS R12 functional support, project management, and process analysis.
  • Extensive experience working accounting and general ledger challenges for DoD (specifically USMC).
  • Extensive functional expertise in Order to Cash (O2C), Project Accounting, Project Billing, Budget Execution, Funds Distribution, and financial reporting.
  • Excellent communication skills
  • Experience developing dashboards, monitoring tools, test scripts, requirements documentation, and process improvements.
  • Prior leadership experience managing consultants, analysts, or subject matter experts.
  • Strong analytical and documentation skills with the ability to interface effectively across diverse stakeholder groups.
  • Proficiency with Microsoft Office, SharePoint, reporting tools, and service management systems.
  • Active DOD Secret clearance.


Preferred

  • Certified Public Accountant (CPA).
