REGIONAL PROPERTY DIRECTOR

Starting Salary: $115,000 annually

POSITION OVERVIEW


The Regional Property Director is responsible for overseeing the operations and maintenance of multiple supportive housing properties across San Francisco. This role combines the responsibilities of a Maintenance Operations Manager (MOM) and a Housing Operations Supervisor (HOS), focusing on maintaining high-quality facilities and ensuring effective property management. The Regional Property Director will manage operational staff, oversee maintenance, and implement strategic initiatives to support the mission of HomeRise in providing stable, supportive housing for formerly homeless individuals and families.


ESSENTIAL FUNCTIONS


Operational Management

  • Supervise and support housing operations and maintenance staff across 6-8 supportive housing sites.
  • Oversee daily site operations, including tenant relations, property maintenance, and adherence to organizational policies.
  • Ensure regulatory compliance across all properties, including HUD, LIHTC, and tax credit regulations.
  • Develop and enforce preventative maintenance schedules and capital improvement plans.
  • Coordinate and manage large capital, renovation, and rehabilitation projects.

Financial Management

  • Develop, monitor, and manage property and maintenance budgets, ensuring fiscal responsibility and proactive adjustments as needed.
  • Oversee rent collection processes to ensure targets are met and occupancy levels are maximized.
  • Manage vendor relationships, including contract negotiations, performance tracking, and budget alignment.
  • Create and maintain preferred vendor lists and manage procurement processes for maintenance and repair materials.

Staff Supervision and Development

  • Lead a team of Site Managers and maintenance staff, providing guidance, training, and performance management.
  • Ensure compliance with safety protocols and provide ongoing training on maintenance procedures, regulatory compliance, and emergency response.
  • Foster a collaborative environment by building positive relationships among staff and promoting effective communication.
  • Facilitate career development opportunities within the team, supporting a culture of growth and development.

Strategic Planning and Policy Implementation

  • Participate in the creation of departmental strategies and operational procedures that align with organizational goals.
  • Develop and implement operations and maintenance site plans to support quality control and regulatory compliance.
  • Contribute to the development of organizational policies for property management, safety, and disaster preparedness.
  • Ensure the integration of environmentally responsible practices in maintenance operations.

Customer Service and Resident Relations

  • Respond promptly to resident concerns, ensuring a high level of customer service across all sites.
  • Work with Resident Services and third-party agencies to support resident needs and achieve service objectives.
  • Implement and monitor programs aimed at enhancing resident satisfaction and fostering an empowering community environment.


QUALIFICATIONS


  • Bachelor’s degree in business administration, Real Estate, or a related field preferred.
  • Minimum of 5 years of experience in property management, ideally within supportive housing or a similar environment.
  • Proven experience with budget development, regulatory compliance, and facilities management.
  • Strong leadership, conflict resolution, and interpersonal communication skills.
  • Advanced knowledge of property management software and MS Office.
  • Valid California Driver’s License; bilingual in Spanish is a plus.


POSITION DETAILS


  • Location: San Francisco
  • Status: Full-Time Exempt
  • Office Hours: Monday through Friday | 8 AM – 4 PM
  • Reports to: Director of Housing Operations
