Scope of Work:

The Unaccompanied Housing (UH) Supervisor oversees day-to-day operations of unaccompanied housing facilities of Joint Region Marianas (JRM) Naval Base Guam (NBG), ensuring high standards of property management, facility maintenance, inventory control, and fiscal accountability. This role ensures compliance with applicable regulations, policies, and funding requirements (appropriated funds), while delivering quality housing services to eligible personnel.

Responsibilities:

  • Manage daily operations of unaccompanied housing, including room assignments, inspections, and resident support.
  • Oversee property condition to ensure daily inspections are conducted and coordinate maintenance and facility compliance with safety and health standards.
  • Monitor appropriated fund usage, track expenditures, and provide information and data for the long-range development plan, budget, and annual requirements survey for housing operations.
  • Maintain accurate inventory of government-furnished property; conduct regular audits and manage asset accountability.
  • Conduct a monthly 100% Command Building Occupancy validation for all occupied units and reflect changes in Enterprise Military Housing (eMH).
  • Develop procedures to ensure compliance with housing regulations and policies.
  • Serve as liaison between housing residents, maintenance teams, command representatives, and resident advisors to ensure efficient service delivery.
  • Assist with Command Inspections as requested of occupied enlisted permanent party rooms.
  • Coordinate recurring CNIC UH Regional Training.
  • Exercise supervisory responsibility to oversee daily operations, ensure task completion, and support overall contract performance.
  • Perform other duties as assigned.

Minimum Requirements:

  • Three (3) years of experience in the administration of unaccompanied housing operations, property management, facility management, appropriated funds, and inventory management.
  • Bachelor’s degree preferred.
  • Prior experience in Enterprise Military Housing (eMH) modules and CNIC Clearinghouse preferred.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook); experience with work order systems such as Maximo preferred.
  • Effective written and verbal communication skills.
  • Must be able to satisfactorily complete a Tier 1 Public Trust background check, if required for the position.
  • Must be able to maintain the ability to access the government worksite.
  • Must possess and maintain a valid state driver’s license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.

Physical Demands / Work Environment:

  • Primarily on-site work in a warehouse or facilities operations environment.
  • May require lifting, standing, or walking for extended periods.
  • Must be able to work on-call, alternate, and extended shift schedules when necessary to meet the mission requirements, including weekends and holidays.
