Blackrock Strategy is seeking a full-time Project Manager / Program Manager to support and manage complex, travel-intensive engagements. The position is execution-focused and requires exceptional writing ability, strong organizational discipline, and the judgment to operate effectively in politically sensitive environments involving senior government officials, industry leaders, and investors.

The successful candidate will serve as the primary point of contact for clients and will own delivery across the full project lifecycle. This role balances hands-on execution with strategic awareness, supporting contract execution and development while contributing to client-facing products and opportunity identification across government and commercial portfolios.

Key Responsibilities

  • Lead and manage the end-to-end project lifecycle, from client onboarding through execution and closeout
  • Own project execution, tracking milestones, schedules, deliverables, dependencies, and performance requirements
  • Support contract execution and contract development, including scope refinement, tasking, and contract modifications
  • Serve as the primary client point of contact, maintaining credibility, professionalism, and responsiveness
  • Represent the firm directly with industry leaders, investors, and senior government stakeholders
  • Coordinate and manage client requests, ensuring timely, accurate, and well-documented responses
  • Develop and deliver polished client-facing products, including written reports, briefings, and presentation materials
  • Conduct targeted research and analysis to support project delivery and opportunity development
  • Identify and help evaluate follow-on work, scope expansions, and adjacent engagements
  • Maintain clear project documentation and internal coordination with leadership, SMEs, and partners
  • Perform light administrative execution support, including meeting coordination, notes, action tracking, and after-action reporting
  • Support heavy domestic travel (50% -75%) in support of contract execution and client engagement

Required Qualifications

  • An active Top-Secret security clearance
  • Demonstrated experience in a Project Manager and/or Program Manager role supporting client-driven work
  • Exceptional written and verbal communication skills, with experience producing executive-level, client-facing deliverables
  • Strong organizational and time-management skills, with the ability to manage multiple workstreams simultaneously
  • Experience supporting contract execution and contract development, including oversight and documentation
  • Proven ability to interface effectively with senior government officials and industry executives
  • High degree of professionalism, discretion, and attention to detail
  • Ability to operate independently while maintaining alignment with leadership and cross-functional teams
  • Willingness and ability to travel to 50% - 75% as required by contract demands


Education

  • Bachelor’s degree in Business, Management, International Relations, Political Science, Engineering, or a related field preferred
  • Equivalent professional experience may be considered in lieu of a degree
  • Advanced degrees or professional certifications (e.g., PMP, PgMP, Agile, Scrum) are a plus, but not required


Experience Level Framework

This role is intended for a senior Project Manager / Program Manager.

Journeyman / Mid-Level PM

  • 5 to 8 years of total professional experience
  • 3 to 5 years of experience managing projects or workstreams from start to finish with increasing ownership
  • Experience supporting client-facing engagements and contract execution
  • Strong execution skills with developing strategic awareness

Senior PM / Program Manager

  • 8 to 12+ years total professional experience
  • Over 5 years of experience owning complete project or program lifecycles.
  • Trusted primary POC with strong stakeholder and political acumen
  • Proven judgement operating in high-visibility, sensitive environments
  • Ability to identify and shape follow-on opportunities and expanded scope

Entry-level or junior candidates are not a fit for this role.


Preferred Qualifications

  • Familiarity with DoD / DoW or government contracting environments
  • Functional understanding of private equity, venture capital, or investor-facing environments
  • Experience navigating politically sensitive, multi-stakeholder engagements
  • Background supporting high-visibility or complex programs involving senior decision-makers


LANGUAGE SKILLS

Ability to read in English to analyze and interpret documents such as safety rules, operating and maintenance instructions, government regulations, and procedure manuals. Ability to write in English for routine reports and correspondence.

REASONING ABILITY

Ability to solve practical problems by defining the problem, collecting data, establishing facts, and drawing valid conclusions. Ability to apply common sense.

CERTIFICATES, LICENSES, REGISTRATIONS

Must have a valid driver’s license issued by the state of residence.

WORK ENVIRONMENT
