Daily Responsibilities
- The Team Lead will provide oversight for CMS’s QIO platform initiatives, aligning modernization strategies, agile delivery, and provider engagement for quality improvement organizations.
- Lead planning, execution, and monitoring for assigned Line of Business (LOB) initiatives, ensuring alignment to CMS strategy and SIO governance.
- Supervise and develop a project management team of 3–8 staff.
- Coordinate with Release Train Engineers (RTEs) and facilitate Program Increment (PI) planning.
- Promote SAFe-aligned practices adopted by ISG to sustain agile maturity.
- Maintain integrated risk registers and dashboards; ensure security-related risks and compliance activities are addressed.
- Direct LOB-level communications and stakeholder engagement, including provider outreach.
- Serve as subject matter expert on quality reporting and measurement, including FHIR-based interoperability.
- Oversee PRA package contributions and onboarding/offboarding activities.
- Champion adoption of shared, reusable components and DevSecOps tooling.
- Lead transition-in/out planning and knowledge transfer.
Requirements:
- Must be a U.S. Citizen or Permanent Resident (Green Card Holder).
- Must be able to complete/pass/hold a Federal Public Trust Investigation.
- This is a remote opportunity, and the candidate must reside in the United States, preference given to candidates residing in the Washington DC / Baltimore MD metro area.
- 8+ years of experience in Life Sciences, Healthcare or other regulated industries.
- Must have at least 5 years of experience managing large Federal programs/projects/LOBs, preferably within the Department of Health and Human Services (HHS) and The Centers for Medicare and Medicaid Services (CMS).
- Must have Subject Matter Expertise (SME) in CMS quality reporting and measurement.
- Proven track record of managing teams of >5 team members.
- Proficiency with Jira / Confluence and executive reporting.
- Experience working within SAFe or scaled agile constructs.
- Excellent analytical skills, attention to detail, and strong problem-solving abilities.
- Excellent communication and collaboration skills.
- BS/BA degree in Business, Information Systems, Engineering or related discipline.
The following skills/experience is a PLUS:
- Prior leadership within a CMS Centers for Clinical Standards and Quality (CCSQ)/(Information Systems Group (ISG) LOB or contractor team.
- Experience with FHIR-based APIs and provider data exchange.
- Background in provider outreach and engagement strategies for quality reporting programs.
- Familiarity with CMS security assurance processes (ATO lifecycle, vulnerability remediation SLAs).

Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs. The annual salary range for this position is $90,000 - $135,000.
