River City Enterprises is seeking an experienced Commercial Construction Estimator / Project Manager to support the continued growth of our commercial, institutional, and public-sector construction operations.

This position will have primary responsibility for estimating and preconstruction, while also assisting with project management and business development. The ideal candidate is someone who can independently evaluate opportunities, develop accurate and competitive estimates, build strong subcontractor coverage, successfully transition awarded projects into construction, and help identify future opportunities for River City Enterprises.
\n
We are looking for an individual who understands construction beyond quantity takeoffs and can contribute to the entire project lifecycle—from initial solicitation through estimating, award, project execution, and closeout.
Key Responsibilities\n
Estimating & Preconstruction
\n

- Review drawings, specifications, addenda, scopes of work, and bid solicitations.
- Prepare detailed quantity takeoffs and comprehensive construction estimates.
- Develop conceptual, budgetary, negotiated, and hard-bid estimates.
- Determine labor, material, equipment, subcontractor, and general-condition costs.
- Develop subcontractor bid packages and detailed scopes of work.
- Solicit bids from qualified subcontractors and suppliers.
- Perform subcontractor bid leveling and identify scope gaps, exclusions, and overlaps.
- Evaluate project risks and identify potential cost exposures.
- Prepare estimates for bonding, insurance, general conditions, overhead, and other project requirements.
- Identify value-engineering and cost-saving opportunities.
- Participate in final bid reviews with company leadership.
- Maintain estimating templates, historical pricing, and project cost information.
- Maintain and expand the company's subcontractor and vendor database.

Project Management
\n

- Lead or assist with project turnover from estimating to construction.
- Participate in subcontractor buyout and contract negotiations.
- Develop and monitor project budgets.
- Assist with project schedules and procurement planning.
- Coordinate with owners, architects, engineers, subcontractors, and field personnel.
- Review and manage RFIs, submittals, and change orders as assigned.
- Prepare change-order estimates and supporting documentation.
- Monitor estimated versus actual project costs.
- Assist with owner and subcontractor meetings.
- Support project billing, cost control, and closeout activities.
- Conduct post-project reviews to improve future estimating accuracy and profitability.

Business Development & Opportunity Management

- Assist River City Enterprises in identifying qualified commercial, institutional, municipal, state, and federal construction opportunities.
- Monitor upcoming bid opportunities that align with the company's capabilities.
- Participate in bid/no-bid evaluations.
- Attend pre-bid conferences, site visits, networking events, and client meetings.
- Develop relationships with owners, general contractors, architects, engineers, subcontractors, and procurement representatives.
- Support teaming and subcontracting opportunities with larger general contractors.
- Assist with proposal development, capability presentations, and client follow-up.
- Help maintain a pipeline of potential projects and upcoming solicitations.
- Support the company's continued expansion into public-sector and government construction.

Qualifications\n
The preferred candidate will have:

- \n
- 5+ years of commercial construction estimating experience.
- Experience estimating and/or managing commercial construction projects.
- Strong understanding of construction means, methods, sequencing, and costs.
- Ability to read and interpret architectural, structural, civil, and MEP drawings and specifications.
- Strong quantity takeoff skills.
- Proficiency with Bluebeam Revu and Microsoft Excel.
- Experience soliciting subcontractors and performing bid leveling.
- Experience developing subcontractor scopes and identifying scope gaps.
- Knowledge of project budgets, change orders, cost control, and subcontractor buyout.
- Strong written and verbal communication skills.
- Ability to manage multiple bids and projects simultaneously.
- Strong organizational and deadline-management skills.

Experience with government, public-sector, institutional, or higher-education construction is strongly preferred.
\n
Knowledge of prevailing-wage requirements, Davis-Bacon requirements, bid bonds, performance/payment bonds, and public procurement procedures is a significant plus.
\n
An established network of Virginia subcontractors, suppliers, general contractors, architects, or owners is also highly desirable.
\n
A bachelor's degree in Construction Management, Engineering, Architecture, or a related field is preferred but not required. Relevant construction experience may substitute for formal education.
