Program Overview
RIVA Solutions is supporting the National Telecommunications and Information Administration (NTIA) under the ISCOM Division to deliver mission-critical IT modernization and cybersecurity services. This effort focuses on enhancing the security, reliability, and efficiency of NTIA’s infrastructure, driving forward their mission of advancing broadband access, data-driven policymaking, and secure communications through modern digital tools and compliance with federal standards.
Position Overview
RIVA Solutions is seeking a Database Engineer to support the NTIA ISCOM contract. The Database Engineer will be responsible for designing, implementing, and maintaining enterprise database systems, ensuring security, efficiency, and compliance. This individual will work closely with technical teams to optimize performance, develop standards, and implement best practices for data management. The ideal candidate will bring a balance of hands-on technical expertise and the ability to provide strategic guidance to program stakeholders.
Core Responsibilities
- Review, evaluate, design, and implement database solutions to support enterprise needs.
- Identify data sources and develop decomposition and data flow diagrams, documenting processes thoroughly.
- Write and maintain code for database access, modifications, and structures, including stored procedures.
- Develop and enforce standards, procedures, and conventions for database use and maintenance.
- Work with technical and programming staff to ensure the confidentiality, integrity, and availability of databases.
- Monitor and maintain database performance, applying patches and upgrades as needed.
- Provide troubleshooting support for complex database issues and performance bottlenecks.
- Lead or direct the work of junior technical staff when required.
- Apply creativity and professional judgment to solve challenging database management problems.
- Develop and maintain data warehouses/marts for specialized needs.
- Perform logical and physical modeling, indexing, denormalization, and standards enforcement.
- Manage database backup, archive, and restoration.
- Provide performance optimization and compliance with federal data management policies.
Minimum Qualifications
- Bachelor’s degree in Computer Science, Information Systems, or a related discipline (or equivalent experience).
- Minimum of 4 years of professional experience in database engineering or administration.
- U.S. Citizenship required.
- Active Secret or Top-Secret clearance.
- Proficiency in database management systems (e.g., Oracle, SQL Server, PostgreSQL, MySQL).
- Experience writing stored procedures, triggers, and database scripts.
- Strong problem-solving skills and ability to manage multiple priorities.
Preferred Qualifications
- Advanced certifications such as Oracle Certified Professional (OCP), Microsoft SQL Server certification, or equivalent.
- Prior experience supporting Department of Commerce, NTIA, or other federal civilian agencies.
- Experience implementing and maintaining database security controls in compliance with federal standards.
- Familiarity with cloud-based or hybrid database solutions.
Salary
Up to $155,000 depending on experience.
