Position Summary
Librium Group is seeking a mission-driven, analytically strong Manager – Energy & Infrastructure Programs to support federal and defense clients in delivering complex, high-priority energy, resilience, and infrastructure initiatives. This role is ideal for a leader with experience managing energy programs, alternative delivery models, or public-private partnerships-and who thrives in fast-paced, high-impact environments where national security and infrastructure modernization intersect.
The manager will play a central role in advancing energy and resilience solutions that help federal agencies confront unprecedented challenges: evolving global threats, extreme weather, cyberattacks, and disruptions to critical infrastructure. As the Department of War (DOW) and Department of the Navy (DON) accelerate innovation, Librium Group is supporting clients who must move at the speed of industry to deliver the next generation of resilient, efficient, and mission-aligned infrastructure.
This position requires strong judgment, stakeholder management, structured problem-solving, and comfort working with senior executives across government and industry. The role is hybrid, with 2–3 days per week at the Washington Navy Yard/Pentagon and additional flexibility for remote work. Occasional travel may also be required.
Key ResponsibilitiesEnergy Strategy & Program Advisory

Lead development of program frameworks, feasibility assessments, business cases, and value-for-money analyses for energy and resilience projects.

Evaluate renewable and conventional energy opportunities, distributed energy resources, microgrids, and mission-critical infrastructure upgrades.

Analyze policy, market, and regulatory drivers-translating them into actionable strategies for federal clients.
Project & Transaction Management

Manage planning, structuring, and execution of complex energy and infrastructure initiatives, including projects leveraging P3s, Enhanced Use Leases (EULs), InterGovernmental Service Agreements (IGSAs), Other Transaction Authorities (OTAs), and other innovative acquisition authorities.

Oversee analytical models, briefings, procurement packages, and executive decision materials.

Coordinate across legal, technical, financial, and operational experts to drive project milestones and resolve risks.
Client & Stakeholder Engagement

Serve as a trusted advisor to senior military, civilian, and public-sector leaders.

Facilitate recurring stakeholder engagements, cross-functional working groups, and developer/industry consultations.

Prepare executive-level communications that enable informed, timely decisions.
Strategic Infrastructure & Policy Support

Contribute to initiatives aligned with emerging federal directives-such as energy security, modernized digital/data infrastructure, resilient installations, and leveraging DON real property for strategic partnerships.

Support organizational design, governance models, and implementation strategies for enterprise-level infrastructure programs, including SIPO-like constructs.

Develop insights at the intersection of financial, technical, and policy considerations to guide long-term investment and resilience planning.
Qualifications
Required:
- Required

Bachelor's degree in Engineering, Energy, Business, Public Policy, Economics, or related field.

5–8 years of experience in energy programs, infrastructure consulting, P3 advisory, capital projects, or related government/DoD programs.

Demonstrated experience leading teams, including overseeing junior staff, managing workflows, and ensuring high-quality deliverables across multiple concurrent workstreams.

Strong analytical and program management skills, including fluency in financial, economic, or technical analysis.

Exceptional communication abilities, with experience preparing materials for senior executive, flag officer, or enterprise-level audiences.

Proven ability to operate in a dynamic consulting environment, managing competing priorities under tight timelines.
Preferred
-
Experience working with federal agencies-especially DoD, DON, DOE, or state/local energy and infrastructure offices.

Knowledge of alternative delivery models (P3s, EULs, OTAs, IGSAs) and federal energy procurement mechanisms.

Familiarity with energy resilience, microgrids, digital infrastructure, real property optimization, or critical mineral/resource evaluations.

Master's degree is a plus.

Active Secret Clearance or the ability to obtain one.
