Stellar Innovations & Solutions Inc. is seeking a IT Requirements Manager to join our government project supporting the Air Force onsite, at Wright-Patterson AFB in Dayton, OH.

We are seeking a proactive and technically literate Senior IT Requirements Manager to serve as the strategic "engine" for our software development team. This is a hybrid leadership role that combines the duties of a Requirements Manager, Deputy Project Manager, and Technical Analyst.

In this position, you will not just gather requirements; you will hunt them down. You will function as the primary bridge between stakeholders and the technical team, translating complex business needs into actionable technical tasks. The development team relies on this role to "drive" the work to them—you must define the "what" so they can execute the "how."

You will be responsible for reading code, querying databases, and analyzing business rules to reverse-engineer requirements. If you are a detective at heart who can translate legacy system behavior (Java/SQL/COBOL) into modern user stories while leading Agile ceremonies, this role is for you.

Primary Responsibilities

Focus: IT Requirements Management, Business Analysis, and Technical Translation

  • Proactive Requirements Discovery ("Spelunking"): Actively investigate existing legacy systems to determine exactly the software needs. This involves reading code, querying data and talking with end users to extract business rules rather than relying solely on interviews.

  • Work Definition & Dispatching: Serve as the primary driver of the team's backlog. Decompose high-level information and complex business rules into granular, testable User Stories. You must break down the work so the development team has clear direction.

  • Stakeholder & Team Liaison: Act as the critical translation layer between non-technical stakeholders/partners and the software development team. Reconcile conflicting inputs and ensure user stories are consistent across all products.

  • UX & Business Rule Analysis: Analyze the user experience and business logic. Focus heavily on how data moves through a complex supply chain and ensure the new system accommodates these flows better than the legacy process.

  • Documentation & Verification: Oversee functional and non-functional requirements. Capture detailed descriptions of user needs, product functionality, and completion criteria.

Secondary Responsibilities

Focus: Deputy Project Management & Agile Leadership

  • Agile Leadership (SCRUM): Facilitate daily stand-ups, sprint planning, and backlog refinement sessions. Remove blockers for the development team and ensure the Agile process is moving smoothly.

  • Deputy Project Management: Assist the Program Manager in overseeing the team's progress. Step in to manage stakeholder expectations and reporting when necessary.

  • Quality Assurance of Requirements: Participate in peer reviews of requirements documentation to ensure clarity and testability before the work reaches the developers.

Technical Skills & Proficiency

Since this role involves reverse-engineering business rules from existing systems, the candidate must be able to "read" and understand the following technologies:

  • SQL (Required): Proficiency in writing and reading SQL queries to analyze data relationships and track how data moves through the system.

  • COBOL (Highly Preferred): Ability to read legacy COBOL code to identify embedded business rules is a significant plus.

  • Java (Highly Preferred): Ability to read and interpret Java code to understand current system logic and business rules.

Key Qualifications

  • Experience: 5+ years of experience in Requirements Management, Business Analysis, or Systems Analysis.

  • Analytical Mindset: Ability to read code/logic to reverse-engineer business rules (you do not need to be a developer, but you must be technically fluent).

  • Supply Chain Knowledge: Demonstrated ability to understand complex workflows and how things move through a logistics or supply chain system.

  • Agile Experience: Experience acting as a Scrum Master or Product Owner in an Agile environment.

Soft Skills: Assertive communication style (must be able to drive the team), high emotional intelligence, and the ability to translate "tech-speak" to "business-speak" and vice versa.
