About the Role

The Senior Project Manager, Head Start Monitoring: Content & Data Analysis will lead the execution of a high-impact federal initiative supporting the Office of Head Start’s national monitoring system. This role is central to ensuring that Head Start and Early Head Start programs meet rigorous performance standards that safeguard the well-being of children and families across the country. The Senior Project Manager will oversee protocol development, data analysis, and cross-functional coordination, working closely with federal clients and partner organizations. Ideal candidates bring a strong background in project management, data-driven decision-making, and federal program operations, along with a passion for improving outcomes in early childhood education.

How You Contribute to the Team

As a Senior Project Manager, you will lead the day-to-day operations of BCT’s work on the OHS Monitoring Support Project. You will ensure that monitoring tools and protocols are developed and maintained effectively, data is analyzed and reported accurately, and all project activities align with federal standards and timelines.

Key Responsibilities:

  • Lead the execution of monitoring protocol development and data analysis.

  • Oversee project timelines, deliverables, and team coordination.

  • Collaborate with federal clients, partner contractors, and internal teams.

  • Ensure quality control and compliance with Head Start Program Performance Standards.

  • Support the development of dashboards, visualizations, and reports for stakeholders.

  • Contribute to risk assessment strategies and annual federal reporting requirements.
  • Facilitate training and support for monitoring reviewers.

Perform these and other reasonable tasks as assigned by management in support of BCT’s goals and objectives.

We are seeking a candidate who not only excels in project management but also brings deep content knowledge of Head Start programs and federal monitoring processes, along with strong communication and collaboration skills.

Education & Experience:

  • Bachelor’s degree in a relevant field (e.g., education, public administration, social sciences, or related discipline); Master’s degree preferred.

  • 7–9 years of relevant experience (with a bachelor’s) or 5–7 years (with a master’s) in project management, federal program support, or technical consulting.

  • Demonstrated experience supporting or managing projects related to Head Start or Early Head Start programs.

  • Prior involvement in federal monitoring processes, particularly with the Office of Head Start (OHS), is strongly preferred.

Skills & Expertise:

  • In-depth knowledge of Head Start programs, policies, and the Head Start Program Performance Standards (HSPPS).

  • Familiarity with OHS monitoring protocols, content development, and reporting requirements.

  • Proven ability to lead cross-functional teams and manage complex, multi-stakeholder projects.

  • Strong data analysis and visualization skills (Power BI, Tableau, Excel).

  • Experience with quality assurance, risk assessment, and federal compliance.

Communication & Collaboration:

  • Proven ability to effectively communicate with diverse audiences, both when speaking and in writing.

  • Comfortable working in a remote environment, including participating in virtual meetings, appearing on camera, and contributing to collaborative discussions.

  • Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint); experience with SharePoint and Monday.com is desirable.

  • Familiarity with video conferencing platforms such as Zoom, Adobe Connect, and Microsoft Teams.

  • Ability to quickly adapt to new digital tools and applications.

There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

BCT offers a competitive total compensation package that, for this position, includes a base salary between $115,000 and $125,000 along with a generous benefits package. BCT’s benefits include heavily subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a generous paid time off policy.


This is a remote position located in any of the fifty United States or Washington, DC.
