As Systems Administrator, you’ll play a key role in maintaining and enhancing Council’s IT infrastructure, supporting Microsoft 365 services, Azure Entra ID, and enterprise systems. You’ll ensure reliability, security, and performance across servers, applications, and cloud platforms while supporting end-users, optimizing workflows, and driving system improvements. You’ll collaborate with cross-functional teams to implement best practices, troubleshoot complex issues, and contribute to the ongoing evolution of Council’s technology landscape.

In this role, you’ll:

  • Administer and maintain enterprise systems, including servers, cloud platforms, and Microsoft 365 services
  • Manage identity and access through Azure Entra ID, Active Directory, Group Policy, and RBAC
  • Monitor system health, implement patches, and optimize performance
  • Support workflow automation, data integrations, and technical documentation
  • Provide Tier 2/3 support for applications, desktops, and devices, including executive-level support

Position Summary

The Systems Administrator supports the stability, performance, and security of enterprise IT systems by managing the design, implementation, and maintenance of hardware, software, and cloud infrastructure. This new role ensures reliable daily operations through system monitoring, performance tuning, backup management, and documentation. The Systems Administrator contributes to technical research and development initiatives to drive infrastructure innovation and support strategic IT goals. Reporting to the Senior Systems Administrator, the position focuses on Microsoft 365 services (Exchange Online, SharePoint, Teams), Azure Entra ID, and Microsoft Purview.

Essential Functions

Systems Administration & Infrastructure Operations

  • Maintain and support enterprise systems, including physical and virtual servers, cloud services (e.g., Microsoft Azure, AWS), and core applications.
  • Administer Microsoft 365 services, including Exchange Online, SharePoint, Teams, Power Platform, and OneDrive.
  • Perform system updates, patching, and configuration for servers, laptops, and mobile devices using tools like Microsoft Intune.
  • Conduct routine health checks and proactively monitor performance and availability using tools such as Azure Monitor or built-in Microsoft tools.
  • Administer enterprise applications (e.g., CRM, LMS, ERP, Marketing Automation Systems, Content Management Systems) by managing roles, licensing, and access to ensure smooth end-user experience.
  • Support data integrations and workflow automation using PowerShell, Power Automate, and APIs.

Identity & Access Management

  • Manage Azure Entra ID (Azure AD) for hybrid identity, directory synchronization, and secure single sign-on (SSO).
  • Administer Group Policy Objects (GPOs), organizational units (OUs), and user/group provisioning in Active Directory.
  • Support and enforce identity governance policies for internal staff and external stakeholders (e.g., staff, partners, volunteers, donors), leveraging role-based access control (RBAC) and conditional access to protect organizational resources.

Security, Compliance & Documentation

  • Enforce system security controls using Azure AD Conditional Access, Microsoft Defender for Endpoint, Intune, and Purview.
  • Implement best practices for data protection, device management, and secure configurations, aligned with NIST or industry frameworks.
  • Collaborate with cybersecurity audit team, stakeholders to monitor threats, respond to incidents, and support vulnerability management.
  • Maintain accurate and accessible technical documentation, including configurations, policies, recovery plans, and SOPs.

Enterprise Request System (ERS) Support

  • Manage incidents, problems, and service requests through the Enterprise Request System (ERS), ensuring timely resolution and user satisfaction.
  • Analyze ticket patterns, root causes, and recurring issues to drive process improvements.
  • Develop ERS dashboards and reports to inform IT decision-making and strategic planning.

End-User & Application Support

  • Provide Tier 2/3 technical support for desktops, enterprise applications, secure access and mobile/peripheral devices to remote and hybrid staff.
  • Provide onsite support for the DC office as needed, including setup and troubleshooting of conference room AV systems, assisting hybrid meeting facilitation, and supporting staff with in-person technology needs.
  • Resolve escalated user issues related to system access, performance, connectivity, and productivity tools.
  • Provide dedicated technical support for executive leadership and VIP users, ensuring rapid response and minimal disruption to critical operations.
  • Assist with onboarding/offboarding processes, ensuring timely provisioning and access setup.

Minimum Education and Experience

  • Bachelor’s degree in Information Technology, Computer Science or related field, or any equivalent combination of relevant work experience and training.    
  • Minimum of 3-5 years hands-on experience in systems administration within Microsoft environment.

Required Skills and Qualifications

  • Proficiency in administering Microsoft 365 services (Exchange Online andTeams), managing hybrid cloud environments and experience managing user access and application performance.
  • Intermediate experience with Azure Entra ID (formerly Azure AD), Active Directory, Group Policy, and role-based access control (RBAC).
  • Experience with Windows Server administration, system patching, and routine health monitoring using tools like Azure Monitor or equivalent.
  • Demonstrated ability to create and manage scripts using PowerShell.
  • Understanding of cybersecurity frameworks (e.g., NIST) and experience supporting compliance and audit readiness.
  • Ability to document technical processes and communicate effectively across teams.
  • Excellent customer service skills including the ability to actively listen and problem solve with patience.

Preferred Skills and Qualifications

  • Ability to prioritize and effectively manage multiple projects.
  • Vendor relationship management skills, with the ability to escalate issues appropriately and drive resolution as needed.
  • Understanding of Microsoft Power Platform (Power Automate, Power Apps, Power BI) to streamline workflows, enhance reporting, and support low-code business solutions.
  • Familiarity of endpoint management tools such as Intune, Microsoft Defender for Endpoint, and compliance solutions like Microsoft Purview.
  • Exposure to Sharepoint administration beyond basic site management (hub sites, permissions, content lifecycle).
  • Understanding of Zero Trust security model and best practices.

Travel Requirements: Travel may be required up to 20% of the time (local, regional, or national) by air, car, or rail. In addition, this role requires being in-person at our Clover Capital workspace in Washington, D.C. two days per week, which typically amounts to up to 10 business days per month.
