Position Summary / Objective:

KMS Solutions, LLC is seeking a highly motivated individual to serve as a Senior Configuration Management Analyst. As a Senior Configuration Management Analyst, you will work TSUB-L and be responsible for ensuring proper configuration management throughout the modernization and sustainment of in-service SSN 688I, 21 and 774 Class submarines. This role includes working with various Program Offices for submarine operation, sustainment, maintenance, and modernization. This position supports the In-Service Attack Submarines Program Office (PMS 392) which is part of Naval Sea Systems Command (NAVSEA), Program Executive Office Submarines (PEO SSN), and Team Submarine (TSUB). TSUB-L provides acquisition, engineering, logistics, and project management support to SSN 688I, 21 and 774 Class Submarines.

  • Configuration Data Manager (CDM) Coordination: Coordination with HM&E and NPES Configuration Data Managers on all Configuration Management issues, including outstanding tasks and workload prioritization. Own and drive monthly stakeholder synchronization meeting aimed at driving down backlog of CDM tasks.
  • Configuration Management Alignment and Integration: Ensure alignment of internal and external Configuration Management stakeholders towards common goals. Support Configuration Management (CM) Program audits, supportability assessment reviews, technical reviews, and evaluate documentation for impacts to logistics and life-cycle logistics support. Manage and facilitate processes and outcomes in support of Configuration Management including but not limited to: ECP (Engineering Change Proposal) evaluation and analysis. Ensure Program Office leadership is prepared for and briefed (as needed) for all Configuration Review and Configuration Control Board meetings.
  • Configuration Management Leadership: Maintain and mature existing Configuration Management Plan for In-Service submarines. Emphasis on end-of-life support for 688 Class and Virginia Class transition are essential to platform Configuration Management and sustainment success. Support of HM&E and NPES systems, subsystems, equipment, and component configuration changes and facilitate CM processes per applicable Program Office Configuration Management Plans (CMP). Conduct administrative review and analysis of design improvement proposals, drawing changes, technical manual development, Request for Variances (RFV), and lifecycle supportability/sustainment considerations to ensure compliance with applicable Program Office CMP requirements
  • Communication and Stakeholder Engagement: Develop and manage enterprise stakeholder relationships in support of Configuration Management. Create strategies and implement solutions to Configuration Management challenges and obstacles. Facilitate and guide Configuration Management Working Groups with a focus on process improvement and optimization. Assess and provide quality assurance feedback with CM documentation and processes, draft instructions, standard operating procedures, and maintain CM product deliverables to include status reports, Engineering Change Directives/Actions Letters, and CM processing metrics. Conduct Configuration Management Gatekeeper administrative duties using designated Configuration Management software application, including ECP Reviews, ECP processing workflow management, Problem Report (help desk) submissions, support Originators with ECP development, and new user account generation. Update, Revise, Coordinate review and approval of revised Configuration Management documentation.
  • Configuration Status Accounting (CSA) processes: Understand the process for logistic changes to include how the various IPS elements are revised and approved and how the configuration is maintained throughout the lifecycle of submarines using the programs of record and work files.


Required education and experience:

  • Bachelor’s degree in business, finance, engineering or other technical discipline (or commensurate experience).
  • 7+ years of experience supporting military and DoD clients.
  • Strong background in configuration management, particularly in DoD environments, with the ability to maintain traceability, repeatability, and accountability for all configuration items across complex modernization and sustainment efforts.
  • Technical expertise in configuration management, understanding of DoD processes, and the ability to adapt these skills to the strategic submarine environment.


Preferred education and experience:

  • Experience working with Navy Program Offices, especially NAVSEA or Team Submarine.

  • An active DoD Secret security clearance.

Position Type/Expected Hours of Work:

The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at prescheduled mandatory meetings is required. Must be available during the core work hours as determined by your contract/location and must account for the required number of hours in a pay period to maintain Full-time status.


Telework:

  • Situational Telework allowed depending on customer requirements.


Travel:

  • Up to 10% CONUS travel may be required.
