Vice President, Property Management Operations
Reports to: President, Property Management
Supervisory Responsibilities: Regional Manager
Job Classification: Regular, Full Time, Exempt
Job Summary: Leads the execution of USA’s property management strategy across assigned portfolios and markets. Provides strategic and operational leadership to drive financial performance, operational excellence, customer satisfaction, and portfolio growth. Ensures alignment with company objectives through effective team leadership, disciplined execution, and continuous improvement initiatives.
Important Relationships: Maintains regular interaction with property management teams and cross-functional departments, including Asset Preservation, Capital Markets Group, HR, Marketing, Construction and Asset Management.

- Strategic & Financial Leadership
Develops and executes annual business plans and portfolio strategies aligned with USA Properties Fund, Inc.’s objectives. Oversees budgeting, forecasting, and financial performance by analyzing operating results, reviewing variances, and partnering with senior leadership to address risks and opportunities. - Operational Oversight & Compliance
Directs property operations to ensure adherence to company policies, procedures, and regulatory requirements. Evaluates performance through property inspections, financial reviews, and operational audits, and implements corrective action plans to achieve targeted results. - Talent Leadership & Development
Leads recruitment, development, and performance management for assigned teams. Builds strong leadership pipelines by coaching, mentoring, and holding team members accountable to company standards, values, and performance expectations. - Client & Stakeholder Management
Maintains strong relationships with owners and clients through proactive communication, performance reporting, and responsiveness to inquiries and concerns. Drives continuous improvement by incorporating client feedback into operations. - Market Intelligence & Growth Strategy
Monitors market and economic trends, identifies risks and opportunities, and develops short- and long-term strategies to support portfolio performance and market expansion. - Process Improvement & Innovation
Identifies and leads initiatives that improve operational efficiency, consistency, and scalability. Partners cross-functionally to design and implement programs, systems, and best practices that enhance performance. - Vendor & Project Oversight
Coordinates with vendors, consultants, and contractors to support operational and capital initiatives. Ensures effective communication, project execution, and alignment with company objectives.

- Identifies opportunities to improve efficiency, productivity, and service delivery.
- Ensures Regional Managers and their teams operate in full compliance with regulatory and company standards.
- Represents USA in industry associations and professional organizations.
- Stays current on industry trends, technology, and best practices, applying knowledge to improve business outcomes.
Required Education and Experience:
- 10 – 15 years in property management and real estate operations, including 5 or more years overseeing regional manager portfolios including operations, compliance, and financial performance.
- Experience overseeing more than three thousand five hundred (3500) units.
- Proven success optimizing financial performance, driving operational excellence, and improving customer satisfaction across multi-asset portfolios, with advanced financial acumen in budgeting, variance analysis, revenue optimization, A/R Management, Accruals and reclassifications.
- Proven experience developing and implementing sales, marketing, and customer service strategies to increase revenue and improve resident retention.
- Bachelor’s degree in business, Real Estate, Property Management, or related field, or equivalent experience. Industry certifications such as CAM, CAPS, CPM or others are a plus.
- Track record of 10+ years building and leading high-performing teams; recognized as an effective coach with strong expertise in change management.
- Experience with RealPage OneSite, Yardi, or similar property management software platforms and Microsoft Office systems.
Preferred Knowledge, Skills and Abilities:
- Deep knowledge of LIHTC and HUD/Project-Based Section 8 programs, with hands-on expereince managing audits and corrective action plans.
- Expereince overseeing more than five thousand (5000) units.
- Strong grasp pf industry trends, data analytics, and technology applications to support informed decision making.
- Strong written and verbal communication skills, with the ability to present effectively to senior leadership, clients, and teams.
- Advanced proficiency in financial analysis, budgeting, and performance management.
- Strong leadership and organizational skills, with the ability to influence, develop, and hold teams accountable.
- Solid understanding of fair housing laws, landlord-tenant regulations, and compliance requirements in California and Nevada.
- Knowledge of OSHA regulations and employment law.
Additional Requirements:
- Ability to travel regularly throughout California and Nevada to support portfolio operations.
- Ability to access all areas of assigned properties, including interior and exterior spaces.
- Proficiency in Microsoft Office (Word, Excel, Outlook, SharePoint) and property management platforms.
- Ability to operate standard office equipment and perform essential job functions in both office and field environments.

Specific vision abilities required by the position include close vision, distance vision, color vision, peripheral vision, and ability to adjust focus. Willingness and availability to travel by car or plane as needed.
