Senior Contract Specialist (U.S. Border Patrol)

MUST BE A US CITIZEN

Job Location: 1 day a week Client Site, Telework 4 days a week

OVERVIEW:

We seek senior and mid-level contract specialists to support a federal program management office in Northern Virginia. Join our team of collaborative self-starters focused on delivering practical and efficient solutions to help our client keep U.S. borders safe and facilitate travel and trade. As part of our high-performing team, you will augment our vital work to provide “eyes and ears” technology to protect our nation.

RESPONSIBILITIES:

You will support program and project managers with contractual issues involving scope, compliance, modifications, and alternative contract solutions. This includes helping to plan for, acquire, and monitor technology and systems. Representative responsibilities:

• Develop and update contract management plans and other artifacts required by DHS MD 102-02 and the systems engineering life cycle

• Manage and support the acquisition process from requirements definition through contract closeout

• Conduct market research, develop requests for information, and review responses and industry outreach

• Perform pre-acquisition activities, such as assisting in requirements definition

• Support development and management of program acquisition plans, consolidated acquisition plan supplements, source selection plans, test evaluation plans, and operational analysis documents, as well as post-deployment monitoring against baseline readiness standards

• Develop federal acquisition documentation, including request for proposal (RFP) packages based on statements of work, performance work statements, statements of objectives, and related RFP sections

• Develop solicitations using Other Transaction Authority and guide execution

• Provide quality control support for and detailed analysis of acquisition, deployment, and sustainment requirements

• Create white papers, decision memos, policy documents, and other artifacts to support acquisition, deployment, program management, and property management

QUALIFICATIONS:

• Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation preferred. Please note that only U.S. citizens are eligible for a suitability determination.

• Previous work with CBP’s Integrated Fixed Tower (IFT), Remove Video Surveillance Systems (RVSS), Mobile and Agent-Centric Systems (MACS), and/or Field Surveillance Services (FSS) portfolios is a plus.

Senior Contract Specialist: 5+ years of experience and a Bachelor’s degree business, management, finance, or a related discipline;

Experience supporting multi-functional technical engineering teams for large, complex programs

Experience with DHS MD 102 and contract support for complex system acquisitions

• Certification in acquisition management from a recognized credentialing agency (e.g., DAWIA Level III Contracting, or National Contract Management Association Certified Professional Contract Manager)

• Knowledge of or experience with DHS MD 102

• Experience supporting complex systems acquisitions preferred

• Experience in federal acquisition, including preparation of pre-acquisition, RFP, and source selection documents

• Working knowledge of Federal Acquisition Regulation and Department of Homeland Security Acquisition Regulation

• Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint

• Ability to communicate clearly with a variety of stakeholders

• Ability to effectively solve problems

• Strong communication skills, both oral and written

• A true team player who maintains a positive attitude in a dynamic environment
