Senior Data Scientist/Analyst

Commonwealth is looking for a Senior Data Scientist/Analyst to join our dynamic team to work alongside partners on the National Heart, Lung, and Blood Institute (NHLBI) projects.

NHLBI provides global leadership for research, training, and education program to promote the prevention and treatment of heart, lung, and blood disorders and enhance the health of all individuals so that they can live longer and more fulfilling lives.

We are looking for a senior level staff member with demonstrated ability in data science, operations research, mathematics, and/or statistical analysis theory. They must possess excellent communication skills and significant experience in applying data science solutions, including conducting budget and workforce analysis, modeling, and forecasting activities. They must be proficient in conceiving and applying complex computer-based models to forecast long-term resource requirements for large public health / research organizations. The candidate must enjoy collaborative work, actively participate in the development of team presentations, and engage in review of other analyst findings.

Responsibilities:

· Responsible for background research, scoping, design of analysis, data collection, data cleaning, data analysis, data quality assurance, data visualization, and presentation of results and recommendations.

· Lead data science projects, including training and supporting junior/mid-level analysis efforts, quality review/control, and schedule/scope management for assigned projects.

· Use data science approaches and tools to support budget, workforce, and other operational analysis, modeling and forecasting activities, including identifying and implementing new and existing predictive and analytical algorithms, methodologies, and tools in support of these activities.

· Produce high- quality data visualizations that will resonate with multiple audiences based on their needs.

· Incorporate a wide range of statistical techniques, such as linear programming, multiple regression, probability, sensitivity analysis, and learning curves.

· Use best practices in data storage, code documentation, and version control management.

· Present results, conclusions, and recommendations to leadership, and customize presentations to align with various audiences.

· Ensure alignment with and adherence to NHLBI’s data governance policies and procedures.

· Prepare and present financial analyses, special trend and projection analyses, historical data, and fiscal models to inform funding and policy decisions.

· Develop and utilize computer-based models used to analyze and forecast the long-term critical resource requirements of NHLBI’s programs and initiatives (e.g., workforce analysis, cost-benefit analysis, life-cycle analysis, defining the biomedical research infrastructure capacity, and long-range forecasting of both financial and non-financial resource needs for NHLBI, etc.).

· Investigate and adapt new data science and analytical methods, approaches, and strategies, and develop resource-estimating tools using a wide range of statistical techniques.

· Liaise with NHLBI’s Information Technology and Applications Center (ITAC) to ensure alignment of OPAE’s data science tools with ITAC’s policies and standards.

Qualifications:

· This role must have a bachelor’s degree in an applicable field (e.g., data science, physical sciences, engineering, computer science, mathematics, or statistics), a master’s degree is preferred.

· Minimum of 5 years of demonstrable experience in applying data science tools and methodologies for organizational operational analysis and planning, including developing models for forecasting long-range critical resource requirements, including budget and workforce.

· Must have a minimum of 5 years of hands-on programming experience in applicable data science languages and tools (e.g., Python, SAS, R, SQL, Jupityr Notebooks).

· Experience in serving as a team lead / project lead for mid-level or junior data scientists/analysts on similar data science projects. Experience in training junior analysts, peer review and quality control, and scope/schedule management for data science projects.

· Operational data analysis experience for a federal agency strongly preferred.

· Knowledge of NIH’s operational structures, and experience working with NIH data sets and tools, such as nVision and IMPAC II is strongly preferred.

· Intermediate to advanced proficiency with industry standard word processing, spreadsheet, and presentation software programs.
