Job DescriptionPosition Overview

This position provides advanced contract administration, project controls, and technology-driven workflow support for engineering and construction projects. The role is responsible for owning, maintaining, and enhancing complex automated tracking systems that support submittals, contracts, schedules, and project documentation.

The position requires Technology Specialist II–level technical capability, particularly in advanced Excel automation and data integrity management, and is well suited for individuals interested in developing toward a Construction Management (CM) career path. The role offers direct exposure to contract requirements, construction documentation workflows, and project controls that form the foundation for Field Engineer and Construction Engineer roles.

This position works closely with Project Managers, Engineers, Inspectors, and project teams and is expected to operate with increasing independence after onboarding.

Key ResponsibilitiesContract Administration & Project Controls

  • Support preparation, review, and administration of maintenance and construction-related contracts in compliance with organizational and agency requirements.

  • Maintain accurate tracking of contract requirements, submittals, deliverables, and key milestones.

  • Monitor schedules, documentation status, and project controls data; proactively identify risks, delays, or inconsistencies.

  • Provide clear, reliable status reporting to support project decision-making.

Technology, Automation & Data Ownership

  • Own and maintain complex Excel-based tracking systems, including advanced formulas, nested logic, conditional formatting, data validation, pivot tables, dashboards, and automation features (e.g., Power Query, macros, or equivalent).

  • Ensure continuity and reliability of existing automated tools while identifying opportunities for improvement, simplification, and efficiency.

  • Integrate data from multiple sources (logs, schedules, documents, field inputs, databases) into structured, user-friendly systems.

  • Independently troubleshoot data issues, broken logic, or workflow gaps and implement corrective solutions.

  • Develop clear documentation and guidance so tools are understandable, usable, and maintainable by others.

Construction Management Exposure & Coordination

  • Support construction-phase documentation workflows, including submittals, RFIs, change tracking, and progress documentation.

  • Collaborate with engineers, inspectors, and project management staff to ensure technical data supports field execution and contract compliance.

  • Translate contract requirements, plans, and specifications into effective tracking and control tools.

  • Participate in coordination activities that bridge office-based systems and construction operations.

  • Support field-facing teams by ensuring tracking tools reflect current project conditions and requirements.

Continuous Improvement

  • Identify inefficiencies in documentation, submittal tracking, or reporting processes and implement practical improvements.

  • Maintain familiarity with applicable engineering standards, agency requirements, and construction documentation practices.

  • Perform additional duties as assigned based on project needs and demonstrated capability.

Knowledge, Skills, and AbilitiesAdvanced Technical & Data Skills

  • High-level proficiency in Microsoft Excel, including advanced formulas, automation, dashboards, and large dataset management.

  • Demonstrated ability to independently maintain and improve automated systems built by others.

  • Strong data accuracy, quality control, and version management skills.

  • Proficiency with Microsoft 365 tools (Excel, SharePoint, Teams).

  • Familiarity with Power BI, Power Automate, or similar tools preferred.

Construction & Contract Aptitude

  • Strong interest in construction management, project engineering, or field engineering career progression.

  • Ability to understand construction plans, specifications, and contract requirements and translate them into structured systems.

  • Familiarity with construction documentation workflows (submittals, RFIs, change orders, progress tracking) preferred.

  • Willingness to support both office-based work and occasional field-related coordination activities.

Required Education and Experience

  • Bachelor’s degree from an accredited engineering college or university

  • 0–6 years of relevant experience or demonstrated equivalent technical capability

Preferred Education and Experience

  • Bachelor’s degree in Civil Engineering, Engineering Technology, or related field

  • Demonstrated experience owning and maintaining complex Excel-based or automated project tracking systems

Supervisory Responsibilities

This position has no supervisory responsibilities.

Work Environment

This role operates primarily in a professional office environment with occasional exposure to construction sites and outdoor conditions. Field investigations and inspections may be required. Noise levels are typically moderate.

Physical Demands

Regularly required to sit and use computer equipment. Occasionally required to stand, walk, reach, and lift up to 50 pounds.

Position Type and Expected Hours

Full-time position. Typical work hours are Monday through Friday, 7:00 a.m. to 4:00 p.m. Occasional evening or weekend work may be required based on project needs.

Travel

Travel to project sites is required.
