This posting is intended to fill multiple vacancies

This full-time, permanent position provides technical engineering support for the Minnesota Office of Pipeline Safety (MNOPS) in the areas of damage prevention, education, and enforcement. The incumbent assists in enforcing Minnesota Statutes 216D and Minnesota Rules 7560. The work includes conducting field investigations and inspections, analyzing data, and providing stakeholder education to promote safe excavation practices involving underground utilities statewide.

Employees may telework up to 50%, depending on the position and the operational needs of the division

Qualifications

Minimum Qualifications

  • Have the following education and/or experience: Bachelor of Science Degree or Technical Degree and (2) years of experience with operations, maintenance, construction, emergency response, or regulatory experience involving underground utilities, or (4) years of experience with operations, maintenance, construction, emergency response, or regulatory experience involving underground utilities.
  • Have and maintain the ability to drive a state-issued vehicle in compliance with all applicable laws and requirements.
  • Have the ability to travel overnight up to 30% as required to meet the needs of the Office.
  • Live in Minnesota and within an hour of the Saint Paul office.
  • Practical experience, which demonstrates a basic knowledge of applicable utility operations, technology, and safety.
  • Have the ability to learn, interpret, and apply state and federal laws.
  • Have the knowledge of personal computers/software necessary to inspect and investigate in the field and issue orders from the office.
  • Must be able to communicate effectively both verbally and in writing.
  • Ability to work cooperatively with individuals from diverse backgrounds and underserved communities


Preferred Qualifications

  • Regulatory experience, including inspection, investigation, and enforcement
  • Experience interpreting and applying state and federal laws. Knowledge of the regulatory requirements of 49 CFR Parts 190, 191, 192, 193 & 195. Knowledge of the regulatory requirements of Minnesota State Statute MS216D.
  • Field experience such as: underground utility line locating, utility damage investigator, pipeline operations, pipeline inspector or other field work involving the construction, operations and safety of underground utilities.
  • Experience with project management and dealing with multiple priorities.
  • Experience in workplace safety including reviewing standards, procedures, practices, and providing training.
  • Fluent in Spanish or other languages.

Physical Requirements

Must have the ability to learn all aspects of this position which will include the ability to walk on uneven terrain, quickly exit unsafe areas, visually assess objects, able to distinguish primary and secondary colors, audibly recognize various construction warning sounds, lift/carry 20 pounds and climb ladder steps and sit for extended periods with pushing/pulling of arm and/or leg controls.
