IT Acquisition Specialist
Constellation seeks an IT Acquisition Specialist to join our Homeland Security team in Washington, DC. This role delivers acquisition program management office support by managing cost, schedule, performance and regulatory requirements related to delivering Human Resources Information Technology. The Specialist is responsible for collaborating and coordinating with various stakeholders, conducting acquisition program-related analysis, managing documentation, and support the preparation for milestone reviews and program execution.
The IT Acquisition Specialist will:
- Assist with acquisition/program milestone readiness by preparing materials for acquisition decision events, technical reviews or other specialized reviews based on customer needs.
- Develop and maintain program documentation, including acquisition strategy, governance, and decision briefs.
- Lead risk management, change control, and configuration management processes.
- Track government furnished equipment requests and lead onboarding for new contract staff who support various program.
- Contribute to the integrated project team in planning, tracking and reporting on acquisition and program analysis activities.
- Validate program alignment and integration with various stakeholders in engineering, logistics, testing, financial management, information technology, compliance (privacy, security, records management), requirements, and software development.
The ideal candidate must have the following experience, background, and credentials:
- Bachelor's degree required. Master’s degree preferred.
- Proven experience of minimum 10 years in IT program/project management, preferably within a government or public sector environment.
- Proficient in program management tools and software (Microsoft Project, Excel, JIRA, Confluence, SAP).
- Has previous experience supporting the management of an acquisition programs.
- Strong verbal and written communication skills for drafting briefs, reports, and stakeholder updates.
- Ability to work collaboratively in a cross functional environment.
- Be a U.S. citizen able to pass a background investigation by the client agency. DHS clearance or CBP BI preferred.
