Job Description

The Manager of Transportation Efficiency improves the capacity, reliability, and cost effectiveness of SPAN's demand response transportation services. The manager analyzes trip demand, uses CTS and related systems to strengthen scheduling and route design, and works with operations staff to turn performance data into practical service improvements. The position helps SPAN complete more trips with available vehicles and staff while protecting safety, compliance, service quality, and the client experience.


Essential Responsibilities

  • Lead ongoing analysis of trip demand, route patterns, vehicle assignments, driver schedules, cancellations, no shows, deadhead mileage, dwell time, and service gaps.
  • Optimize the use of CTS for scheduling, dispatch preparation, route building, recurring ride templates, geographic grouping, vehicle capacity, and exception management.
  • Develop home patterns, service zones, time windows, and other operating rules that improve productivity without creating unreasonable ride times or reducing access for clients.
  • Review routes before service and completed routes after service to identify avoidable mileage, unproductive time, late pickups, missed trips, and opportunities to combine rides.
  • Create and maintain dashboards and reports for ridership, on time performance, trips per vehicle hour, passengers per revenue hour, vehicle utilization, cost per trip, cancellations, denials, and other approved measures.
  • Recommend adjustments to schedules, staffing patterns, fleet deployment, service hours, and outsourced transportation based on documented demand and cost data.
  • Work closely with scheduling, dispatch, drivers, fleet maintenance, safety and compliance, finance, client services, and leadership to implement approved changes.
  • Establish a regular route review process, document decisions, measure results, and revise operating practices when data show that an approach is not working.
  • Identify trips that may be served more efficiently through approved transportation partners and help evaluate vendor cost, service quality, accessibility, safety, and contract performance.
  • Support annual operating plans, budget development, grant reporting, fleet planning, and service expansion with accurate projections and operational analysis.
  • Maintain written procedures, system settings, training materials, and data definitions so scheduling and performance practices are consistent across the department.
  • Train and coach assigned staff on efficient scheduling, route design, data quality, and use of transportation technology.
  • Protect confidential client and employee information and follow all applicable agency policies, funding requirements, contracts, and transportation regulations.
  • Participate in emergency planning and provide operational support during service disruptions when assigned.
  • Perform other related duties that support safe, efficient, and responsive transportation service.
