Position Overview:

The Bureau of Industry and Security (BIS) is undergoing a large-scale IT modernization initiative mandated by the BIS IT Modernization Act, aimed at strengthening national security by enhancing the Bureaus ability to manage the export of sensitive U.S. technologies. The Senior Project Manager will lead the planning, execution, and delivery of this high-impact initiative, ensuring that modernization efforts align with BIS's mission-critical priorities, including export control, compliance, and enforcement systems.


This role requires a seasoned IT project management professional with extensive experience managing complex federal government technology modernization efforts, particularly those involving high security and compliance requirements.


CLEARANCE REQUIREMENTS

This position will require access to classified information, and aSECRETclearance is required at the time of hire. Applicants selected will be subjected to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within the government facility, U.S. Citizenship is required.


Key Responsibilities:

  • Lead the end-to-end management of the BIS IT Modernization project, including scope, schedule, budget, risk, and stakeholder engagement.
  • Develop and maintain a detailed project plan in alignment with BISs strategic goals and compliance requirements.
  • Coordinate across multidisciplinary teams (technical, security, legal, and policy) to ensure seamless integration of modernized systems.
  • Ensure project alignment with federal standards, including NIST, FISMA, and FedRAMP.
  • Serve as the primary point of contact for BIS leadership and other key stakeholders, providing regular status updates, risk assessments, and performance reports.
  • Facilitate stakeholder engagement and change management to ensure successful adoption of modernized systems.
  • Manage vendor and contractor performance to ensure deliverables meet quality, schedule, and budget expectations.
  • Identify and mitigate risks, issues, and dependencies that could impact project delivery.
  • Oversee data migration, system integration, and legacy system decommissioning efforts.
  • Ensure the modernized IT infrastructure supports BISs mission to regulate and enforce export controls effectively, efficiently, and securely.


Required Qualifications:

  • Bachelors degree in Information Technology, Business, or a related field (Masters preferred).
  • 10+ years of experience in IT project management, with at least 5 years managing federal government modernization projects.
  • PMP (Project Management Professional) certification required.
  • Proven experience with large-scale enterprise systems modernization and integration projects.
  • Deep understanding of federal IT security and compliance frameworks (e.g., FISMA, NIST, FedRAMP).
  • Exceptional communication and leadership skills with the ability to brief senior executives and manage cross-functional teams.
  • Experience in export control, national security, or regulatory compliance domains is highly desirable.


Preferred Qualifications:

  • Agile or SAFe certification (e.g., Certified ScrumMaster, SAFe Agilist).
  • Experience with cloud migrations, enterprise architecture, and systems integration in a federal environment.
  • Familiarity with BIS operations, EAR (Export Administration Regulations), and national security-related regulatory frameworks.


Teleworking: The company has a hybrid remote policy for all employees and is dependent upon the type of position.This position may be assigned to support a federal contract, or to work in office. The Companys teleworking eligibility may not apply if the employee is supporting a federal services contract. In this instance, the employee may be subject to federal telework policies and may be required to work onsite in the federal facility when requested.
