Allegheny Science & Technology (AST) is seeking a Senior Project Manager to support The National Heart, Lung, and Blood Institute in Washington, D.C.

The National Heart, Lung, and Blood Institute (NHLBI) provides global leadership for a research, training, and education program to promote the prevention and treatment of heart, lung, and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives. The Institute creates and supports a robust, collaborative research infrastructure in partnership with private and public organizations, including academic institutions, industry, and other government agencies. The Institute collaborates with patients, families, health care professionals, scientists, professional societies, patient advocacy groups, community organizations, international organizations, and the media to promote the application of research results and leverage resources to address public health needs and reduce the burden of heart, lung, and blood diseases worldwide.

This position is primarily remote, but may require some occasional on-site attendance in the DMV area. Candidates must be local to the DMV area.

Duties & Responsibilities:

  • Provide leadership, direction, and guidance to Contractor staff. Mentor and support the professional development of team members.
  • Act as the Contractor's primary point of contact for project stakeholders, including senior management and other departments.
  • Ensure that project deliverables meet quality standards and expectations.
  • Track and report on contract financials, including expenses and resource allocation.
  • Ensure compliance with organizational policies, procedures, and standards.
  • Maintain comprehensive contract documentation, including project plans, status reports, and meeting minutes.
  • Serves as Deputy Operations Director providing leadership and strategic direction for the program.
  • Also includes project coordinator and project manager responsibilities.

Required Qualifications:

  • Must have a bachelor's degree in an applicable field (e.g., science, public health, business or project management), a master's degree is preferred.
  • Minimum of 10 years of demonstrable experience in portfolio, program, and project management support. If degree is not in a science-related field, at least 5 years of that experience must be in a biomedical, pharmaceutical, biotech, academic medical center, or health-related organization.
  • Minimum of 5 years of demonstrable experience in serving as a team lead / project lead position.
  • Demonstrated ability in providing portfolio, program, and project management support.
  • Must understand project management principles and techniques and have project management work experience in a biomedical, pharmaceutical, biotech, academic medical center, or health-related organization.
  • Must exhibit the organization and management skills required to lead a team of project managers and project coordinators involved in many diverse programs and projects of varying size and complexity.
  • Must possess the communication skills and attention to detail required to effectively coordinate projects across a wide range of stakeholders.
  • Must have experience developing project management processes, tools, and templates to strengthen an organization's project management approach.

Desired Qualifications:

  • Prior National Institute of Health (NIH) or Health and Human Services (HHS) support is highly desired, but not required.
  • Project Management Professional (PMP) certifications is preferred.
  • Master's degree in an applicable field (e.g., science, public health, business or project management).
  • Operational Program / Project management experience for a federal agency is strongly preferred.
  • Experience with OTA preferred.

Other Qualifications:

  • Must be U.S. Citizen.
  • Must be able to successfully complete NIH Background Investigation.
  • Must be local to the DMV area and willing to go onsite as needed.

Multiple factors contribute to determining the final pay for a position. These include, but are not limited to, relevant work experience, skills, certifications, and competencies that align with the specific role, geographic location, educational background, and contract provisions related to labor categories specific to the position. We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team.

The pay range for this position based on full-time employment is $140,000 - $180,000.
