Job Description

Qualis LLC is seeking a Configuration Manager in support of the 96 Test Wing at Eglin AFB, FL.

Essential Duties:

  • Maintain the integrity and traceability of modified military test aircraft, ensuring that all configuration changes are meticulously documented and controlled. This position encompasses the oversight of aircraft modifications and all related instrumentation and data acquisition systems. The Configuration Control Manager is responsible for establishing and maintaining rigorous configuration control processes, serving as a key point of contact for program managers, engineering, maintenance, management, and flight test personnel.
  • Establish and maintain accurate and up-to-date configuration baselines for all modified aircraft. This includes creating and maintaining comprehensive, compliant T-2 modification records, which serve as the definitive source for aircraft configuration status. The goal is to ensure that 100% of aircraft have documented and approved configuration baselines, with updates completed within 20 days of modification completion. The success of this effort will be measured by limiting discrepancies identified during configuration audits related to baseline accuracy to less than 2 per aircraft per year.
  • The Configuration Control Manager is also vital to the effective management of the change control process, particularly through the 96 TW Airborne Configuration Control Board (CCB). This involves ensuring that all changes to aircraft configurations are properly documented, reviewed, and approved. The goal is to process 100% of change requests within 10 days and maintain a record of zero unauthorized configuration changes. The manager is expected to facilitate effective CCB meetings, ensuring thorough review of all change requests to further enhance the overall change management process.
  • Maintain accurate, readily available, and complete documentation of all aircraft configurations is paramount. The Configuration Control Manager is responsible for official T-2 modification files for all Eglin-installed T-2 modifications, encompassing both 96th Test Wing and 53rd Wing aircraft. Upon receiving T-2 Modification documentation, the Configuration Control Manager advises appropriate personnel to ensure completeness and accuracy. The overarching goal is to maintain 100% of required documentation in an accurate, readily available, and accessible format. Performance will be measured by achieving zero documentation errors identified during audits per aircraft per year, demonstrating a robust document control system that enables quick retrieval of configuration documentation.
  • Foster collaborative operational excellence and stakeholder engagement by developing and refining essential procedures, directives, and agreements to streamline the modification process and enhance operational efficiency. The role also requires building and maintaining strong, dependable partnerships with customers and cross-functional teams, fostering trust, and ensuring effective communication throughout the modification lifecycle.
  • Upholding the highest standards of administrative, security, and safety compliance, contributing to a secure and effective operational environment.
  • Provide training to relevant personnel on configuration control procedures and identifying opportunities for process improvement, demonstrating an ongoing commitment to continuous enhancement of the configuration management process.

Required Qualifications:

  • BS, in the applicable discipline plus 3 to 10 years of relevant experience.
  • Must have an active Secret clearance with the ability to upgrade to a Top Secret if necessary.
  • Posses a deep understanding of configuration management principles, practices, and tools, with a string knowledge of AFI and military standards related to configuration management.
  • Must have comprehensive knowledge of the systems and equipment used in the T-2 aircraft modifications, including associated instrumentation and data acquisition systems.
  • Must have the ability to analyze and interpret engineering drawings, technical manuals, and technical data, as well as possess skills in identifying and resolving complex technical/scheduling problems with innovative solutions.
  • Must have strong project management skills, including the ability to estimate costs, develop schedules, manage risks, plan, organize, and prioritize work to meet changing deadlines, are essential.
  • Excellent written and verbal communication skills are crucial for effectively presenting technical information to diverse audiences, including senior leadership and the CCB.
  • The candidate must possess strong analytical and problem-solving skills, meticulous attention to detail, and the ability to build strong working relationships within a team.
  • Experience with database strategies for tracking modification activities is desired. This role demands a proactive individual committed to process improvement, stringent compliance, and effective leadership within the configuration management domain
